The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Strategic Marketing and Research Division.

Duties

Plans, organizes, and directs the Air Force Services strategic marketing and research program ensuring programs and plans comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Air Force Services in marketing matters with a variety of installation and functional area organizations to include Department of Defense joint military service marketing forums, HQ USAF Services staffs, and commercial companies. Develops and conducts the Air Force Services market research program.

  • An advanced degree in marketing or related area or comparable experience is highly desirable.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations. This is a Centrally Managed position under the Civil Engineering Career Field.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes planning, organizing, and directing marketing and research programs to comply with all legal and regulatory requirements, provide counsel to employees regarding policies and procedures, while also providing a high level of customer satisfaction within the organization. Ability to develop different marketing research programs, providing research expertise, analysis of data, and development of marketing plans and strategies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of strategic marketing, marketing planning and marketing research approaches, methods, techniques, research and analytical solutions in a government service environment. An advanced degree in marketing or related area or comparable experience is highly desirable. Ability to apply quantitative techniques and develops, adapts, and applies a wide range of approaches to propose alternative solutions and solve problems. Ability to organize and lead study _teams and originate new ideas, projects and methodologies. Ability to design, develop, and execute projects, studies and research surveys within established financial and/or time constraints. Knowledge of safety and security regulations, practices. and-procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to work effectively and foster open dialogue across functional and organizational learns. Ability to create commitment and cohesiveness both vertically and horizontally. Ability to develop process, methodology for generating business intelligence, voice of customer, and other insight to support the business unit decision making process. Must possess strategic thinking skills, anticipating future requirements, consequences and trends. Ability to provide support to and collaboration on both a formal and informal communication basis regarding vision, leadership and strategic direction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
