Duties
This position as a Debarment Analyst is located within the Office of Trade (OT), U.S. Customs and Border Protection (CBP), U.S. Department of Homeland Security (DHS), in the Suspension and Debarment unit within Office of Trade. Providing support to the Office of Chief Counsel (OCC), Office of Finance (OF), Office of Field Operations (OFO), the Office of Professional Responsibility (OPR), OT, DHS, and OHS-Office of Inspector General (DHS-OIG), as well as Respondents and the general public regarding status of suspension and debarment cases.
This position starts at a salary of $99,200.00 (GS-12, Step 1) to $153,354.00 (GS-13, Step 10).
Major duties for this position include:
Conducting research, analysis and writing administrative actions for suspension, proposed debarments, debarment and no actions.
Writing and reviewing administrative records.
Entering data into federal and division databases.
Assisting the Suspension and Debarment Director and Debarment Official in preparing for and conducting presentations of matters in opposition during meetings with respondents.

Qualifications
Experience:
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing documents that contain names of other unindicted individuals' social security numbers and requirements for certain medical treatments on the part of the respondent and names of employees and foreperson of the jury.
Preparing complex case materials.
Conducting advance research and assist in writing new administrative actions for proposed debarments suspensions and no action letters.
Monitoring electronic database tracking system and analyzing reports and records in support of primary duties.
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Conducting complex research and assisting in writing new administrative actions for proposed debarments suspensions and no action letters.
Writing and reviewing the entire administrative record to give summation of the information.
Entering data into Federal databases and verifies data entry into databases.
Reviewing and responding to submitted documentation deliverables and maintaining case files.
Developing suspension and debarment training modules sessions and training suspension and debarment employees and other components.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/09/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
