Incumbent is the Program Analyst within the Health Administration Services (HAS) of the Medical Center. The individual has the responsibility for supporting the medical center in its daily operations of the Beneficiary Travel Section. This Individual will make eligibility determinations, process claims, maintain internal fund control points, and provide administrative coordination in accordance with Beneficiary Travel Regulations.

Duties include, but may not be limited to the following:
The incumbent will be responsible for data collection, validation, interpretation, and analysis. Researches and/or analyzes issues relating to Beneficiary Travel, Performance Measures, Administrative Data, Eligibility, Transportation, and Workload Capture.
The Incumbent researches and analyzes straightforward problems, issues, or program requirements, tracks workload and analyses trends among employees in accordance with established Beneficiary Travel Section requirements. Captures production data through by utilizing multiple reporting systems to ensure timely accomplishment of task.
The incumbent will assist the Mobility Manager, HAS, in establishing quality standards for employees; reviewing and analyzing results; preparing statistical reports; and making recommendations for improvement based on information obtained.
The incumbent must maintain current knowledge of program procedures, policies and directives to aid and answer questions of Section employees.
In the absence of the Mobility Manager, the incumbent ensures continuity in beneficiary travel operations, resolves patient complaints or issues regarding beneficiary travel claims or procedures.
Explores new methods and participates in complex projects to apply the information in support of Veteran's Travel and Transportation needs. Assignments include increasingly complex segments of projects for which the incumbent is independently responsible. Inputs and retrieves data, prepares analyses and presents recommendations to senior specialists, supervisor, or others as may be appropriate.
The incumbent receives in-person, telephone and written contacts from veterans and their congressional representatives regarding questions or issues related to reimbursement of travel expenses or benefits and provides information as necessary and appropriate either orally or in writing. Answers inquiries regarding mileage, eligibility for travel reimbursement and amount of reimbursement from internal and external stakeholders such as other VA facilities, Facility Social Workers and other medical staff.
The incumbent will be responsible to research and identify training needs for the medical center staff specific to Beneficiary Travel and Transportation services available. (Eligibility, Code of Federal Regulations, VHA Directives, VHA Procedures Guides). Analyzes training needs, and make recommendations to supervisor. In addition, the incumbent will develop instruction based on the analysis, plan for the training, coordinate with Education Department to provide information on available training, conduct and evaluate the training.
The incumbent prepares statistical reports on a weekly, monthly and quarterly basis. Provides analysis of statistical reports and makes recommendations to Mobility Manger regarding program efficiency and effectiveness.
The incumbent should willingly and actively assist team members, staff, veterans and others when questions arise and/or workloads become unmanageable or overwhelming.
The incumbent must recognize and understand that customers are defined as anyone with whom they might interact in providing information and/or services to veterans, veteran's families, veteran's representatives and/or facility staff. The incumbent handles conflict and problems in dealing with customers constructively and appropriately with dignity and respect. Is expected to listen and respond in an appropriate, helpful and professional manner. It is expected that the incumbent will exercise patience, promote a congenial atmosphere and have realistic expectations in day-to-day operations, especially during periods of understaffing, changes of priority and/or critical deadlines.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service.
A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS 7
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Planning and conducting special projects or studies to analyze, evaluate, and provide recommendations on administrative issues; researching and analyzing unstable or uncommon administrative issues, provides oversight of and independently determines and/or verifies Veteran eligibility for travel reimbursement according to rules, regulations and standard operating procedures
Providing extensive, detailed, on-the-job training to new hired personnel in
accordance with established procedures and practices
Assisting in formal training classes provided for employees to ensure all employees are up to date with training requirements
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess (1) one full year of graduate education or superior academic achievement, Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS 9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Accurately arranges and coordinates air ambulance travel for eligible veterans for organ/tissue transplants or other inter-facility transfers, prepares authorizations for travel by taxi and/or other hired vehicles. Makes travel arrangements from information from the traveler enroute to resolve problems
Reviewing and updating local policies and Standard Operating Procedures (SOPs) to stay abreast of new, revised or supervised procedures for preparation and processing of correspondence and reports;
Responsible for coordinating and/or writing replies to customer service and Congressional inquiries and is expected to contribute and assist in attaining Business Office goals; communicate well with others; work as a team member in their position and provide good customer service to internal and external stakeholders.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

.Physical Requirements & Work Environment: Work is chiefly sedentary, but will require standing, walking, stooping, bending, and carrying items during coordination and execution of educational sessions. Projects may involve periods of standing, bending, and stooping to observe current processes and facilitate group activities.
Work is usually performed in an office or classroom setting and other locations throughout the health care system and occasionally offsite. Occasional travel is required. Work area is adequately lighted, heated, and air-conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
