This position serves as a Supervisory Program Application Specialist (PAS), within the Health Administration Service (HAS), located at the West LA VHA. Incumbent provides direct leadership to our Inpatient Operations Section that includes 24/7 operations in the Emergency Room, Administrative Officers of the Day, Ward Administration, and Hotel and coordination with Enrollment and eligibility, transportation, and scheduling throughout the organization.
Duties
Duties Include but are not Limited to:
Plans and schedules ongoing production-oriented work on a quarterly and annual basis, or directs assignments of similar duration.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates and give advise, counsel, or instruction to employees on both work and administrative matter.
Arranges staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons.
Maintains records, prepares project administrative and statistical reports, assures compliance with review process and monitors compliance with program requirements.
Conducts administrative support activities e.g., data processing, accounting, and budget in accordance with the facility regulations.
Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Coordinates with other staff in identifying information needs and develops data collection methods and report formats to meet those needs.
Trains service and facility employees in the use of PIMS programs, such as scheduling, to ensure that data is entered correctly and optimizes clinic utilization.
Organize/analyze ongoing data collection to determine optimal performance for assigned Section(s).
Preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup plans for how day-to-day business will be conducted for long and short-term outages.
Ensures data is being captured and reported accurately and appropriately. Analyze utilization trend data on a monthly/quarterly basis to verify the accuracy of the data.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Extensive knowledge of Veterans Integrated Systems Technology Architecture (VistA) packages that support the business processes is needed to insure that success of integration. Management analysis techniques and methods. Knowledge of the service software is required to train employees, identify inconsistencies, discuss with management the capabilities of software feasibility toward meeting objectives, validate new programs/options, recommend changes in existing programs and modify programs to meet future needs. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelor's Degree.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
