This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Assists the PM&RS Chief in establishing the overall mission, vision, and values of the PM&R Service.
Provides supervision and oversight for PM&RS clinical programs, including all Polytrauma programming, which includes technical oversight of the staff assigned to those programs / clinics.
Serves as the medical facility Polytrauma Program Manager for the PSC Programs, as per the Polytrauma National Directive, and is responsible for:
Acting as the point of contact for information about PSC Program(s) within their VA medical facility.
Providing information to Veterans, Service members, caregivers, family members, referral sources, and external payers about PSC services available at their VA medical facility and the broader PSC.
Collaborating with the VA medical facility Polytrauma Program Medical Director and VA medical facility Director to oversee data management including data input and tracking of VA medical facility-level polytrauma performance measures (see PM&RS SharePoint for Polytrauma Dashboard inform).
Collaborating with the VA medical facility Polytrauma Program Medical Director to complete all mandated reporting, monitoring, evaluation, and accreditation requirements relevant to the VA medical facility PCS Program(s).
Maintaining a list of principle points of contact (PPOCs) for PSC Programs in their VISN and providing updates, as necessary, to the Polytrauma SharePoint site.
Reviewing polytrauma rehabilitation related practices and requirements at least annually with other VA medical facility Polytrauma Program Managers in the VISN.
Management and oversight of the budget for Polytrauma services, the Headache Center of Excellence (HCoE), and the Regional Amputation System of Care.
Provides clinical and administrative support to Clinical Section Supervisors.
Leads PM&R service strategic planning and works throughout the year to achieve established objectives.
Plans, evaluates, and coordinates the wide-ranging programmatic elements for services provided in concert with internal and external stake holders.
Serves as a facilitator and/ or negotiator in coordinating program initiatives among local, regional, or national coordinators and interdisciplinary teams to improve quality of care for patients.
Articulates and communicates assignments, projects, problems to be solved, actionable events and objectives; as well as providing direction on work methods, practices, and procedures.
Proactively completes rehabilitation reports for VA Central Office (VACO) as needed and on a regular, ongoing basis.
Responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered/provided within the assigned clinics.
Demonstrates a great deal of autonomy in performing responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, staffing, imposing disciplinary measures and monitoring clinical orivileaes within the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Candidates must be proficient in spoken and written English.
Education and experience:
The individual must meet at least one of the requirements below:
(1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
(2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
(3) Doctorate degree in physical therapy.
NOTE: Prior to 1995 the terminal degree for PT's was either a bachelors or master's degree. In 1995 CAPTE accredited all baccalaureate, master's, and Doctor of Physical Therapy terminal degree programs. Effective 2002, CAPTE changed its scope of accrediting activities of PT education programs to include only those programs that culminate in post- baccalaureate degrees(eliminating the baccalaureate degree). Effective 2015, professional physical therapy education programs have only offered the Doctor of Physical Therapy (DPT) degree to all new students.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.
Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. The Foreign Credentialing Commission on Physical Therapy (FCCPT) is a non- 3 profit organization created to assist the United States (U.S.) Citizenship and Immigration Services (formerly INS) and U.S. state licensing authorities by evaluating the credentials of Foreign Educated Physical Therapists (FEPTs) who wish to immigrate and work in the U.S. Although the licensing of physical therapists in the U.S. is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the US. The Federation of State Boards of Physical Therapy (FSBPT) is committed to protect the public and to provide leadership within the field and practice of physical therapy. FSBPT's Foreign Educated Standards Committee has developed standards that represent "best practices" in evaluation services. The Credentials Evaluation Standards were developed with input from the physical therapy credentialing agencies that are licensed to use FSBPT's Coursework Tool.
Licensure-Documentation Supplied. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists.
Grade Determinations:
In addition, the candidate must demonstrate all the following KSAs:
Knowledge of and skill in management/administration, consultation, negotiation and compliance.
Advanced knowledge in the specialty program with application to interdisciplinary team function, goals and outcomes across multiple areas of practice.
Ability to serve as a consultant and liaison to local, regional or national coordinators and/or national program offices as well as other providers regarding the delivery of 12 rehabilitation care within the specialty program area.
Demonstrates ability to serve as facilitator and/or negotiator in coordinating program initiatives among local, regional or national coordinators and interdisciplinary teams to improve quality of care for patients. Ability to evaluate, monitor and report on the status and progress of the specialty programs within the region.
Ability to develop and coordinate treatment programs within the specialty field nationally or within the region.
Preferred Experience: One year experience working with polytrauma programs.
