This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Functions: 1. Responsible for the supervision, administrative management, and direction of the following physical therapy clinics and associated programs within this large, highly affiliated VA hospital and Polytrauma Rehabilitation Center: New Port Richey OPC, Lecanto CBOC, Brooksville CBOC, & Zephyrhills CBOC . 2. Provides supervision of key clinical programs relevant to assigned areas, including technical oversight of the PT staff assigned to those programs/clinics. 3. Assists the PT Manager in establishing the overall mission, vision, and values of the PT department within the PM&R Service. Participates in the service strategic planning and works throughout the year to achieve these objectives. 4. Responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered/provided within the assigned clinics. 5. Demonstrates a great deal of autonomy in performing responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, staffing, imposing disciplinary measures and monitoring clinical privileges within the assigned clinics. 6. Responsible for assessing, planning, and evaluating the delivery of physical therapy care utilizing personal experience and current research in order to maintain an integrated and comprehensive therapy program. Has clinical oversight responsibility for planning, developing, and implementing new physical therapy ventures within the assigned clinics. 7. Assists the PT Manager with the Performance Improvement efforts for the physical therapy department assigning responsibility for specific outcome monitoring to lead physical therapists/clinical specialists working in the clinics being monitored. Utilizes this data to detect and remedy deficiencies in process and outcome of physical therapy services. 8. Prepares performance plans, conducts mid-term reviews, yearly performance ratings, addresses performance and conduct issues promptly as they occur, handles issues with a consistent approach, and documents as appropriate for all staff assigned within their areas. 9. Documents and initiates disciplinary actions as warranted in accordance with VA policy. Provides recognition and/or rewards for high level performance. 10. Conducts initial and ongoing competencies following VA guidelines and if warranted prepares an educational plan for individual employees as needed, or delegates to Lead Physical Therapists and Program Directors. Ensures that employees' competencies are continuously developing and provides on-going feedback on employees' performance. 11. Demonstrates the ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems within their areas. 12. Provides overall clinical supervision that assures the proper coordination and delivery of care within their assigned clinical areas. Serves as an advocate and resource consultant through communication with other departments, physicians, external agencies, and other groups regarding programs and operation of the physical therapy section. 13. Appropriately establishes priorities and assigns tasks accordingly. Ensures staff understand short term priorities. Effectively assigns and delegates work. 14. Communicates and enforces all relevant policies and procedures (operational, privacy, IT security, etc.). Establishes and follows time, attendance, and leave procedures. 15. May have delegated responsibilities on medical center-wide, division-wide or program wide committees, special projects, and task forces. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education (TRANSCRIPTS SUBMITED) and Experience: The individual must meet at least one of the requirements below: -Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. OR -Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR -Doctorate degree in physical therapy. License: Applicants hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Grade Determinations: Experience: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities: Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. Skill in forging positive interpersonal relationships and conflict resolution. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. References: VA Handbook 5005/24, Part II Appendix G12. The full performance level of this vacancy is GS-13. Physical Requirements: The physical demands of a Physical Therapist are considered "medium duty: with regards to strength and endurance according to the Department of Labor. Medium work entails exerting 20-50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently, and /or greater than negligible up to 10 pounds of force constantly to move objects.
