Duties

Provides leadership and overall coordination, direction and policy guidance for the development and implementation of the District’s budget. Coordinates and develops program management techniques, concepts and methodology for increasing the effectiveness and overall efficiency of District operations. Responsible for personnel management and position management and the development of training to maximize employee potential. Responsible for setting direction and priorities for accomplishment of work through the District Leadership Team and subordinate supervisors to plan, organize and coordinate activities. Responsible for applying the policies and programs of the Department of the Interior in the management of natural resources on the public lands. Responsible for planning effort priorities, implementation, presentations of plans and activities to various interest groups and input on making final decision plans for major activities. Responsible for evaluating District programs to ensure quality standards, technical and procedural accuracy and consistency with the Bureau standards and objectives. Serves as an advisor to the State Director concerning implementation of policies and programs within the District which involves providing feedback to the State Director as issues arise. Responsible for assessing current and future staffing needs based on organizational goals and budget realities. Responsible for development and implementation to provide long-term direction and guidance for land and resource management which reflects sound judgement and collaboration with affected entities. Responsible for establishing and enhancing working relationships and alliances within the District organizational structure as well as with others outside of the District office.

Qualifications

To qualify for the GS-15 grade level, applicants must have one year of specialized experience equivalent to at least the GS-14 in the Federal Service. Examples of specialized experience include but not limited to; leading and managing such program areas as: energy and minerals, designated wilderness, rangeland management and improvement, land and realty, wildlife habitat, outdoor recreation, environmental and biological resources, soil, air and water, fire pre-suppression, suppression and management, program and administrative support services. Providing leadership to staff, management team, and/or resource programs. Planning and implementing budget systems, ensuring effective and efficient utilization of personnel, equipment, and resources. Dealing with natural resource issues inside and outside of the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all terrain vehicles, aircraft, or horseback. Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.
