About the Position: This is a supervisory GS-13 position with the U.S. Army Corps of Engineers, New Orleans District, New Orleans, LA. The incumbent will be planning, directing and coordinating the works of subordinates in the Central Evaluation Branch engaged in the evaluation of Department of the Army (DA) permit applications.
Duties
Making recommendations or decisions on permit applications affecting waters of the U.S.
Maintaining good working relationships with other Federal, State, and public entities ensuring regulatory guidance and DA permit applications are environmentally lawful and compliant.
Supervising subordinates to promote productivity, effective management, and high morale by assigning work based on priorities; monitoring resource needs; evaluating performance; and giving advice, counsel, and instruction.
Maintaining national database for District permit decision data.
Advising the Division Chief and Deputy Division Chief on the execution of the regulatory program.
Requirements

- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Basic Requirement for a GS-13 Supervisory Environmental Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes: 1) Handling DA permit applications for complex, controversial, or environmentally sensitive projects by receiving, reviewing, analyzing impacts, and processing the applications, 2) Reviewing and completing environmental documents, 3) Conducting wetland functional assessments using the Louisiana Wetland Rapid Assessment Method to evaluate compensatory mitigation needs for unavoidable impacts to jurisdictional wetlands, following Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act, and 4) Conducting routine site visits for proposed permit actions and compliance checks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
