About the Position: Serves as Chief, Operations Division, U.S. Army Engineer District, New Orleans. Responsible for the planning, coordination, implementation, management, and direction of those District functions which provide for the operation and maintenance of navigation, flood control and water resource projects, the post-construction design, fabrication upkeep and repair of project facilities and the issuance of Section 408 permits for construction activities.

Duties

Provides detailed technical analysis for operational issues to Congressional members and staffers, other Federal, State and Parish agencies and Municipal governments. Responsible for meeting established goals set by Congress, the administration, HQ and MVD. Serves as the senior technical expert in the district to all matters relating to the operations and the maintenance of civil works projects. Supervise a staff of program and project managers, administrative and support team members. Direct the staff through subordinate supervisors. Approve/disapprove the full range of personnel management actions organizational change proposals recommended by subordinate supervisors. Oversees the execution of the district’s operations and maintenance missions. Studies, analyzes, interoperates, and directs the implementation of regulations and directives affecting the operations of the district. Oversees the preparation and updates the districts emergency operations plans and advises the Commander on in the direction of disaster related activities.

Basic Education Requirement for Each Series: Supervisory General Biologist - GS-0401 Series Supervisory Engineer - All Engineers - GS-0810, GS-0819, GS-0830 Series In addition to meeting the basic requirement above for your chosen occupational series, you must also meet the specialized experience requirement listed below to qualify for this position: Specialized Experience required for qualification at the GS-14 level: One year of specialized experience which includes: (1) oversight and interpretation of program data as it related to project schedules, manpower and budget (2) coordination with internal and external stakeholders (3) supervision, leadership, or extensive experience working with and/or directing Civil Works, Environmental Engineering, Mechanical Engineering or Water Resources programs. This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service GS-14. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsLeadershipPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-15 you must have 52 weeks at the GS-14 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
