This position will be assigned to the Air Force Service Center at Port San Antonio, Tx.
This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.
Duties
The purpose of this position is to serve as a Financial Management Specialist with responsibilities as an administrator on matters pertaining to nonappropriated fund financial management and the application of guidelines for use of appropriated funds under the NAFI Memorandum of Agreement (MOA), Uniformed Funding and Management (UFM), and Morale, Welfare, and Recreation (MWR) by providing sound, reliable financial management information, analysis, and guidance in support of the operational management of all Services programs. Develops, coordinates, and finalizes Nonappropriated Fund Instrumentality MOAs used throughout the Air Force Services Center. Interprets policy and governance of MOA process and oversees implementation. Gathers and consolidates information to support higher-level "go/no-go" decision. Tracks APF funding through commitment/obligation process to ensure receipt of funding and correct use of accounting codes. Establishes, develops, and maintains effective working relationships with external entities at higher headquarters up to the Department of Defense level to ensure MOA requirements are presented accurately. Advises key customer and coordinating officials on organization policy and procedures, and resolves problems that arise. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or center. Perform other duties as assigned.

Requirements

Qualifying Experience:
Experience analyzing data and conducting research to assess financial risk in large organizations. Extensive experience with financial management methods, practices, procedures, instructions and policies in accordance with Generally Accepted Accounting Principles (GAAP) to include accounting systems. Extensive accounting and financial analysis experience. Experience working with and providing guidance to senior non-financial managers on complex financial vehicles and processes. Experience with standard business software systems such as Microsoft Excel, Access, Power Point, and Microsoft Word.
Knowledge, Skills and Abilities (KSA's):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Well versed in NAF Accounting Procedures.
Knowledge of spreadsheet and pivot table applications as well as other standard business software systems.
Ability to complete a time sensitive workload.
Ability to work independently with minimum to no direction of supervisor.
Ability to communicate effectively both orally and in writing.
