This position will be assigned to the Air Force Service Center at Port San Antonio, TX.
This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.
Relocation or Recruitment incentives are authorized (NTE $15,000.00) with a length of service up to a 2-year Service Agreement.

Duties
The Investment Officer, Portfolio & Working Capital Branch, performs cash management duties to support $1.4 billion in NAF funds working capital, defined benefit pension, and 401 (k) pension portfolios, under guidance of Department of Defense (DOD) Directives, Air Force Policy, internal policies, commercial best practices and procedures. Prudently manages diversified portfolios of cash and fixed income to include purchasing, monitoring maturities and cash flows, maintaining maturity ladders, cash flow forecast, reconciliation, and reports generation to ensure the accuracy of investment program balances. Identifies and independently takes actions to resolve issues related to the program and coordinates with appropriate personnel for timely resolution. Ensures working capital investments earn a competitive rate of return while preserving safety and liquidity until the NAFs are needed to finance obligations or requirements. Invests in U.S. Treasury, U.S. Agencies, certificates of deposit with banks and savings and loans, which includes negotiating favorable investment terms and rates to ensure the highest degree of safety to minimize both credit and market risk. Systematically reviews capital market trends, yields, and pricing in coordination with investment strategies to include financial impact to NAF working capital, defined benefit pension, and 401 (k) pension portfolios. Prepares, proofs, and analyzes investment reports to include verifying accuracy of reports, including periodically reviewing investment files to ensure compliance with internal procedures and regulations. Constructs and analyzes reports to DoD, Secretary of the Air Force oversight committee, and periodic ad-hoc reports required by senior management. Monthly investment reconciliation and research to resolve variances in relation to GL accounts and subsidiary when necessary (i.e., missing interest payments or paperwork and coordinates with appropriate personnel for timely resolution.) Maintain the investment subsidiary program and prepares daily cash reports summarizing investment maturities, purchases, and interest received. Maintains a system of records for the Federal Reserve to ensure all NAF deposits are properly insured or collateralized. Corresponds with the financial institutions and the Federal Reserve to maintain adequate collateral. Consistently review current business processes, procedures, and internal controls, and provide recommended solution when appropriate. Conducts independent analyses, evaluations, reports generation, and briefings, as required, to support Treasury management functions. Assists as a Technical Contracting Representative as outlined in contracts with vendors providing financial services for defined benefit pension and 401(k) funds. Performs duties of the branch chief during his/her absence.

Qualifying Experience:
Bachelor's degree from an accredited college or university in Accounting or Finance and experience in cash management with concentration in cash flow/fixed income and financial analysis. Experience in fixed income investment, developing and maintaining financial models with the latest tools of cash management. Must have professional experience to negotiate investment terms with financial institutions and brokerage firms. Organization and time management, and problem solving to meet deadlines, working productively and accurately, while managing multiple tasks. Must have experience with investment and accounting concepts, such as Modem Portfolio Theory, General Accepted Accounting Principles, and financial ratio analysis. Must possess experience with PC in Microsoft Office and be willing to team and use new computer programs/applications.
