This position will be assigned to the Air Force Service Center at Port San Antonio, TX. This is a regular full-time category position with guaranteed 40 hours per week. Employees appointed to a regular category position are eligible for benefits.

Duties

Leads financial management analysts and specialists in the Memorandum of Agreement (MOA) branch performing reconciliation, risk analysis, and administrative matters pertaining to Nonappropriated fund (NAF) financial management and the application of guidelines for use of appropriated funds (APF) under the NAFI MOA, Uniformed Funding and Management (UFM), and Morale, Welfare, and Recreation (MWR) by provided sound, reliable financial management information, analysis, and guidance in support of the operational management of all Services programs. Provides instructions and on the job training. Ensures equal distribution of work. Checks work while in progress and when finished to ensure the supervisor's instructions on work priority sequence, procedures, methods, and deadlines have been met. Mentors junior staff to ensure they have the necessary skills and knowledge to succeed in their roles. Build and maintain strong relationships with internal and external customers to include external entities at higher headquarters up to the Department of Defense level to ensure MOA requirements are represented accurately. Reports status of work and delays. Answers supervisor's questions on overall work operations. Prepares financial reports and provides recommendations to senior management. Analyze financial data to identify trends, risks, and opportunities. Develop and implement financial strategies that align with the organization's goals and objectives to include identifying opportunities for cost savings. Ensures organization is compliant with all relevant laws and regulations. Develops, coordinates, and finalizes NAF MOAS used throughout AFSVC. Interprets policy and governance of MOA process and oversees implementation. Gathers and consolidated information to support higher-level "go/no-go" decisions. Tracks APF funds through commitment/obligation process to ensure receipt of funding and correct use of accounting codes. Tracks NAF funds through receipt/certification/obligation/expense process using GAAP. Determines appropriate recommendations for unresolved or questionable problems and performs follow up. Researches and determines appropriate actions for issues impacting organization. Performs other duties as assigned. Qualifying Experience: Must be thoroughly versed in Accounting procedures. Possess extensive accounting and financial analysis experience. Demonstrate fundamental expertise of the interrelationship accounts and the effects of debits and credits transactions. Must have working experience of standard business software systems such as Microsoft Excel, Access, PowerPoint, and Word. Experience in using application software and utility programs to develop efficient database update and retrieval procedures. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Experience to communicate effectively both orally and in writing. Ability to complete a time sensitive workload. Ability to work independently with minimum to no direction of supervisor.
