Duties

WHAT IS THE CHIEF FINANCIAL OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Officer, Internal Controls, Assurance Review and Testing The following are the duties of this position at the full working level. Serves as an auditor to provide expert audit services covering IT programs. Provides extensive problem solving and planning and coordination of audit resources in a number of geographical locations and covers a wide variety of work processes carried out in a number of organizations. Independently conducts complex IT audits and special assignments to assess program efficiency, effectiveness, and compliance with program laws, regulations, and other relevant provisions. Conducts valid and reliable research to analyze internal and external information to assess risk factors and identify high-risk areas. Independently identifies, develops, and quantifies audit outcomes for findings and recommendations that result in cost savings or program improvements. Evaluates complex systems, controls, policies, and procedures. Provides sufficient, competent and reliable evidence to support audit issues. Ensures all elements of findings are developed and provides appropriate recommendations. Documents audit work papers with the results of audit review, using correct formats, including source, purpose, conclusion, and results. Develops conclusions of audit tests that address the overall objective(s). Cross - reference work paper summaries and documents to supporting work papers. Creates, reviews and controls work papers effectively. Independently identify and use complex specialized audit techniques for IT to achieve audit objectives. Identifies appropriate statistical sampling methods, quantitative methods, technical analysis, and testing. Applies advanced knowledge of auditing and IT standards; develops and maintains technical or issue expertise; and networks with others working in similar areas. Actively share knowledge to better define the work scope and design. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience in professional accounting and information technology (IT) auditing necessary to conduct very broad audit assignments requiring an integrated analysis and evaluation of accounting and information systems and controls. Experience in assessing IT program efficiency, effectiveness and compliance with program laws, regulations and other relevant provisions. Experience using professional IT auditing and accounting concepts, principles, and techniques. Experience working with agency programs and operations in order to develop and disseminate expert guidance on audit approach and techniques for many various programs within the IT audit arena. Experience applying new developments in IT audit concepts and techniques to identify problems, gather information, and write reports. Experience working with audit managers and program officials to identify problem areas and develop solutions. Experience with internal management, administrative and information systems controls and the ability to analyze their efficiency and effectiveness and make recommendations for improvement. Experience using project management skills to manage audit resources on audits and projects. Experience conducting audits and the ability to develop or modify methods and techniques to resolve auditing problems. Experience with and applying problem-solving techniques and is able to prioritize ideas and focus on important issues. Experience with advanced knowledge of computer software, computer files and systems, and computer audit techniques. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
