Duties

WHAT IS THE CHIEF FINANCIAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Chief Financial Officer, Deputy CFO/Assurance Review and Testing, Financial Assurance Control Testing The following are the duties of this position at the full working level. Serves as an auditor to provide audit services covering departmental programs. Provides problem solving, planning and coordinates audit activities that cover a variety of work processes carried out in a number of organizations and a number of geographical locations. Conducts managerial and financial audits and additional assignments to assess program efficiency, effectiveness, and compliance with program laws, regulations and other provisions. Conducts valid and reliable research to analyze internal and external information to assess risk factors and identify high-risk areas. Identifies, develops, and quantifies audit outcomes for findings and recommendations that result in stronger internal controls. Evaluates systems, controls and information, and provides sufficient, competent, and reliable evidence to support audit findings. Ensures all elements of findings are developed and provides appropriate recommendations. Documents audit work papers with the results of audit review, using correct formats, including source, purpose, conclusion, and results. Develops conclusions of audit tests that address the overall objective(s). Cross-reference work paper summaries and spreadsheets to supporting work papers. Creates, reviews and maintains work papers effectively. Identifies and uses audit techniques to achieve audit objectives. Identifies appropriate statistical sampling methods, quantitative methods, and computer technology. Applies intermediate knowledge of auditing and accounting standards and principles; develops and maintains technical or issue expertise; and networks with others working in similar areas. Proactively shares knowledge to better define the work, scope, and design. Identifies computer files and applications and uses them as required; and uses computer audit techniques to retrieve, analyze, and test data during audits or for completion of project(s). This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : A degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-9 LEVEL: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in the professional and fundamental knowledge of accounting and auditing concepts necessary to conduct basic audit assignments requiring an analysis of operational program and accounting systems. Experience with the agency programs and operations in order to develop guidance on audit approach and techniques. Experience applying the appropriate audit concepts and techniques to identify problems, gather information, and write reports. Experience working with audit managers and program officials to identify problem areas and develop solutions. Experience using problem-solving techniques and is able to prioritize work and focus on important issues. Experience using computer software, computer files and systems, and computer audit techniques. Experience with the IRS mission, functions, and organizational structure, or like Federal organization. Experience communicating clearly and effectively; both orally and in writing. Experience managing time and working effectively under the pressure of tight timeframes and changing conditions. OR EDUCATION: You may substitute education for specialized experience as follows: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR SPECIALIZED EXPERIENCE FOR GS-11: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience using professional knowledge of accounting and auditing necessary to conduct broad audit assignments requiring an integrated analysis of a number of different operational program and accounting systems. Experience applying auditing, accounting, and budgeting concepts, principles, and techniques to assigned programs. Experience working with agency programs and operations in order to develop and disseminate guidance on audit approach and techniques for various programs within the audit arena. Experience applying appropriate audit concepts and techniques to identify problems, gather information, and write reports. Experience working with audit managers and program officials to identify problem areas and develop solutions. Experience applying internal management and administrative controls and ability to analyze efficiency and effectiveness. Experience using project management skills to manage audit resources on audits and projects. Experience in conducting audits and ability to develop or modify methods and techniques to resolve auditing problems. Experience applying internal management and administrative controls to identify issues, determine root cause, and make suitable recommendations corrective action, as applicable. Experience in problem-solving techniques and ability to prioritize work and focus on important issues. Experience using computer software, computer files and systems, and computer audit techniques. Experience with IRS mission, functions, and organizational structure, or like Federal organization. Experience communicating clearly and effectively; both orally and in writing. Experience managing time and to work effectively under the pressure of tight timeframes and changing conditions. OR EDUCATION: You may substitute education for specialized experience as follows: Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
