This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)
This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number NGT5701100.

Duties
The purpose of this position is to serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards. Develop and implement full spectrum Service Member and Family programs across the military lifecycle, enabling Soldier and family member self-reliance and resilience.
Duties
Position is responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle. Enables the provision of, or referral to, services for service and family members of deployed military personnel regardless of service or component (Army, Marines, Air Force, etc.).
Responsibilities are aligned at all levels of steady state, contingency and mobilization with operations geographically dispersed throughout the state to enable maximum program reach, support to Commanders and readiness impact
Participate in National Guard Bureau and Service working groups and advisory councils, as requested, to shape program policy and performance metrics, and inform targeted initiatives, service delivery and accreditation standards. Oversee, monitor and report program activity and performance data, per state NGB, Service and OSD standards and requirements within applicable systems. (25%)
Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training.
Ensure family readiness programs are provided during steady state operations and throughout the deployment cycle, including reunion and reintegration programs and services. Evaluate and prioritize programs, and make recommendations, to improve capabilities, efficiency and program business practices and cost effectiveness while maximizing readiness impacts.
Provide policy, guidance and oversight for the management of all ARNG volunteer program activities. Responsible for the direction, organization, marketing, implementation, and monitoring of the Army Family Action Plan and Army Family Team Building within the National Guard, including the recording of volunteer hours in the NGB-approved system of record and tracking other data for issue trend analysis and recognition purposes.
Requirements
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

GENERAL EXPERIENCE:
Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information
SPECIALIZED EXPERIENCE:
1-year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
