About the Position: This position is responsible for the program direction of the Functional Area 49 Operations Research and Systems Analysis Officer Personnel Proponent Office.

Duties

Responsible for program direction of the Functional Area 49 Operations Research and Systems Analysis Officer Personnel Proponent Office. Establish and assess overall program goals and objectives for the accomplishment of the mission of the program. Develop long-range plans, goals, and analytic products related to personnel proponent duties. Assist the Functional Area 49 Executive Agent in execution of the eight personnel development lifecycle functions with key emphasis on acquisition, development, and distribution. Lead recruiter for officers transferring into the functional area and oversees the graduate school and continuing education programs. Answer technical program questions and inform the officers on continuing education opportunities and professional conferences. Review Functional Area 49 Career Field requirements and force structure.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Influencing/NegotiatingPlanning and EvaluatingProgram ManagementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
