This position is located in the Office of Vice President for External Relations of the Woodrow Wilson International Center for Scholars. The incumbent of this position is responsible for various audiovisual assignments related to public event support, video and web conferencing, media production for broadcast, streaming media and webcast production, camera (video) operating, and light setting.
Duties
Production Operations Assists in overall media production and in the development of presentations for in-person events, webcasts, hybrid functions, and media hits. Robotic camera operator, video switcher and audio engineer for in-house television productions, managing live event encoding and uploading to website for livestream. Primary responsibility for operation and maintenance of webcasting systems and media file management. Configures and operates encoding servers for video archive, supporting social media and video sharing. Lead technician for event setup and operation of various types of equipment. Maintains a constant awareness of daily event schedules to provide hands-on AV support and/or confirm that staff and contractors are ready for each event and that all systems are tested and functioning.

Qualifications
To qualify for this position, you must meet the Selective Placement Factor (SPF): Dante level II certification or higher, and specialized experience requirements described below which will demonstrate your ability to perform the major responsibilities of the position.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required education or specialized experience for the respective grade level in which you are applying.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
Specialized Experience:to qualify you must have at least one (1) year of specialized work experience equivalent to the GS-9 grade level in the Federal service (obtained either in the private or public sectors) performing the following types of duties:
Production operations: working in media production and in the development of presentations for in-person events, webcasts, hybrid functions, and media hits. Robotic camera operations, video switcher and audio engineer for in-house television productions, managing live event encoding and uploading to website for livestream.
Video Editing: Preparing video content for the web; Utilizing video editing software Adobe CC, web content management systems and digital file archive hardware and software.
Production Facilities: Executing best practices for AV network management and operation including production storage systems, audio, video and photo archives, videoconferencing, and other Internet Protocol (IP) aware systems. Provide primary preventative and emergency-based software and hardware maintenance on computer production systems and video editing workstations to assure functionality and compliance with IT policy requirements; Utilize video production switchers, Pan-Tilt-Zoom, (PTZ) cameras, professional audio, Digital Audio consoles, routing Dante networks and Network Device Interface, (NDI) streams, lighting systems, storage servers, media asset management systems, signage systems necessary for broadcast and AV production; Route and manages Dante audio and NDI video over the AV LAN network between systems including: robotic cameras, camera switchers, and Tri-caster production systems, audio devices and production monitors; troubleshooting common Audio-Visual Voice over Internet Protocol, (AVoIP) issues
