Duties

Responsible for oversight of the rangeland health, wildlife biology, Wild Horse and Burro, and related programs by coordinating, preparing, or reviewing, and exercising quality controls in accordance with prescribed laws and regulations. Responsible for the technical/administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization. Develops plans and work schedules by setting priorities; maintains good working relationships by coordinating with others on goals, priorities, organizational needs, and achievements. Devises and maintains record keeping systems to provide required information for production, reporting, and evaluation of organizational goals; recommends changes to increase accuracy and productivity. Establishes goals for employees to accomplish management objectives; assigns work on priorities based on capabilities of employees, reviewing work for adequacy and accuracy, policy and regulatory compliance and application. Recognizes and takes action to correct situations posing a threat to the health and safety of subordinates. Utilizes range and wildlife management expertise and advice in the preparation of long-range multiple-use resource management plans. Leads an interdisciplinary team in developing long-range objectives, formulating alternative management strategies, evaluating impacts, and recommending actions to further the long-term productivity of rangeland resources.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. This position has a basic education requirement which requires that you have: - a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, OR - a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic education requirement above, you must meet the following specialized experience requirements: GS-12: You must possess one (1) full year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience may include use of natural resources principles on complex and/or controversial projects relating to land use, experience with compliance with public land laws and policies (e.g., the National Environmental Policy Act, Endangered Species Act), knowledge of land and realty policies and effective oral and written communications with internal and external stakeholders and/or partners regarding complex or controversial projects. There is no substitution of education for specialized experience at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Generally, work is performed in an office setting with occasional trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations and rugged terrain. Must be able to sit, walk or stand and perform off-road driving for prolonged periods of time. May be required to participate in numerous, lengthy local and distant meetings. Overnight travel may be required. Work Environment: Work is normally performed in the office, although occasional field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Must adhere to all safety rules and regulations as prescribed in manuals/supplememts or by the designated Safety Officer.

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR).

Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
