Duties

Develop, coordinate, and implement the District Weed Program through the Tri County Weed District and other Federal, State, and local agencies. Monitor all plans and makes adjustments to procedures. Coordinate activities with all entities to ensure that all projects are completed in a timely manner. Maintain geographic mapping records of planned and applied treatments. Work directly or in coordination with agency Geographic Information Systems specialists to develop and maintain rehabilitation project activity databases for future tracking and reporting purposes. Maintain a budget tracking system. Monitors all official expenditure reports to ensure funds are properly accounted for and that cost over-runs do not occur.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. This position has a Basic Education Requirement Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. For the GS-09: Meet the basic requirement above AND one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience is further defined as demonstrated examples of: experience participating in natural resources monitoring program activities for the Noxious and Invasive Weed control and Emergency Stabilization Rehabilitation plans; experience related to noxious and invasive weed identification and treatment; experience applying knowledge of biological practices, principles and techniques sufficient to assist in the recommendations of planning and implementing natural resource activities: OR meet the basic requirement AND completed 2 years of progressively higher-level graduate education leading to a master`s degree or master's equivalent graduate degree in biological sciences or a directly related field; OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. For the GS-11: Meet the basic requirement above AND one (1) year of professional natural resource management experience equivalent to GS-09 in the Federal service. Specialized experience is further defined as demonstrated examples of the following: experience participating in natural resources monitoring program activities by making observations, gathering data, and reporting findings used in Environmental Assessments (EAs) and Environmental Impact Statements (EISs); experience with noxious and invasive weed identification, control and pesticide use; experience participating in multiple use land management programs, to include project implementation and interdisciplinary team participation; OR meet the basic requirements AND completed 3 years of graduate education leading to a Ph.D. or equivalent doctoral degree in biological sciences or a directly related field; OR meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The incumbent is involved in both office and fieldwork. For field projects the incumbent must be capable of sustained arduous physical exertion required for walking in varied topography and vegetative cover. The work also requires long periods of office work with extended periods of intense concentration. Work in fire suppression activities may require attaining a level of physical fitness exceeding that required for normal field or office work. Work Environment: Office work will be performed under conditions of adequate heat, cooling, lighting, and ventilation. Outdoor work requires exposure to extremes in climate and weather, steep mountainous terrain, loud noise, slippery or loose footing, rolling objects, dusty, dry or wet conditions, and other environmental hazards. Safety precautions are required, and the employee must wear appropriate personal protective equipment while making on-the-ground inspections. Work requires extended periods of travel. When traveling to and from field sites, the incumbent frequently operates a motor vehicle, sometimes under adverse conditions, including ice, mud, snow, and rough terrain. Work in fire suppression activities may require the incumbent to work in rough terrain and endure hot, smoky, and sometimes hazardous conditions.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
