You will serve as a General Engineer in the Surface Ship Maintenance, Modernization and Sustainment Directorate of NAVSEA HQ FIELD SUPPORT.
Duties
You will serve as the Deputy to the Principal Assistant Program Manager for Engineering within the Small Combatant and Expeditionary Modernization and Sustainment Program Office (PMS321).
You will aid in the management of readiness and modernization efforts across a portfolio of ship classes to include ship change documents, class technical messages, hazard assessment report review, technical briefs, and risk management processes.
You will represent the Program Office to a variety of stakeholders within and outside the command, in efforts to resolve competing priorities. You will be expected to have regular engagement with various commands to ensure program objectives are met.
You will provide authoritative technical, scientific, and professional advice to senior leadership concerning unusual or critical problems that often affect the work of internal or external stakeholders.
You will serve as a recognized expert and consultant on HM and E systems and the Navy modernization process to ensure reliability and accuracy in the identification, development and implementation of recommended solutions of highly complex problems.
You will manage aspects of various ship class’ health, sustainment strategies, engineering support initiatives, modernization plans, technical publications, and provide general engineering expertise.
You will assist in the leadership of a multidisciplinary team of engineers and program analysts within the Program Office and Field Activities and Planning Yards to ensure execution of tasking within and outside of the organization.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional engineer providing engineering guidance on projects for modernization and sustainment of shipboard systems, subsystems, equipment, or components on surface ships.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
