The primary purpose of this position is to serve as an Information Technology Specialist with responsibility for planning, coordinating, and supervising the 28th Bomb Wing's Joint Worldwide Intelligence Communications Systems (JWICS) network, testing, modifying, upgrading, operation, troubleshooting, and maintenance of network and server hardware and software systems on JWICS network.

Duties

DUTY 1: Performs services as Information Technology Specialist. DUTY 2: Provides technical guidance and instructions to users and other IT specialists. DUTY 3: Schedules all VTC requirements on the JWICS network. DUTY 4: Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements. DUTY 5: Serves as a technical advisor to management.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-12 or a GG-09 Target GG-12 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12. The GG-09 Target GG-12 duties for the Professional work category are at the "Entry/Developmental" level and are equivalent to those at the GG-09 Target 12. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. GG-12 Qualifications: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of IT system server and integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and project management principles. Knowledge of hardware and software protocols as well as technologies and tools related to electronic attack and defense of such systems. Knowledge of a full range of IT methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level and to plan and coordinate the delivery of an IT security awareness training program for end users at all levels within the organization. Knowledge of system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing. Knowledge of IT security requirements sufficient to develop and evaluate program documentation to include mission needs statements, operational requirements documents and support plans, specifications, and proposals. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. GG-09 Target GG-12 Qualifications: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include working projects with guidance and direction to complete assigned tasks, which are performed utilizing trained methods. The ability to make decisions on the application of established procedures and initiate actions that affects various organizations. The ability to perform work that includes various duties involving different and unrelated tasks. In coordination with the supervisor, the ability to plan and carry out successive steps and handle problems in work assignments in accordance with instructions, policies, previous training, or accepted practices. OR EDUCATION: Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT systems and internet concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems in addition, applications software projects; and to design, test and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. 2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols. 3. Knowledge of client/server technology, open systems architecture, distributed computing, web publishing, web- enabled applications and information retrieval techniques including access and security safeguards. 4. Skill and experience applying analytical and evaluative techniques to identify/investigate/resolve issues/problems associated with contract support as well as modifying standard practices and techniques. 5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. 6. Ability to develop web application software as part of a team in an agile development environment; performs application manager functions for commercial and government-produced software applications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. CONDITIONS OF EMPLOYMENT CONTINUED: Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019 Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8140, the incumbent of this position must obtain and maintain Foundational Qualification Intermediate for Work Role 441 and Intermediate for Work role 451 certification within six months of assignment of these duties.
