The primary purpose of this position is: To serve as a Information Technology Security Specialist with responsibility for security planning, coordinating, and supervising the security during installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of network and server hardware and software systems on the installation's Joint Worldwide Intelligence Communications Systems (JWICS) network.

Duties

DUTY 1: Performs services as an Information Systems Security Manager, with expert knowledge and skills in applying Information Technology (IT) Security Principles, methods, and tools, as well as an in-depth comprehension of the overall IT security environment. DUTY 2: Provides technical guidance and instructions to users and other IT specialists for the JWICS network. DUTY 3: Serves as a technical advisor to management for JWICS. Participates as a key member and advisor on special committees and projects designed to study methods to enhance the use of information technology. DUTY 4: Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of IT principles, methods, advancements, policies, systems concepts, and analysis, design, development, testing, and applications, including hardware and software. Extensive knowledge of network configuration management methods and techniques for integrating information system components, sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Comprehensive understanding of IT security principles, encompassing assessment, authorization, network operations, protocols, systems testing, evaluation, and performance management. In-depth comprehension of Local Area Network security requirements for JWICS, including techniques for protecting systems from various threats, and expertise in evaluating risks and vulnerabilities. Proficiency in telecommunications concepts and principles, with the ability to assess vulnerabilities and recommend protection methods against potential attacks. Knowledgeable about operating systems, device interoperability, and system optimization, ensuring the availability, integrity, efficiency, and reliability of servers. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT security principles, concepts, practices, products, and services, encompassing systems software, database software, immediate access storage technology, and methods for evaluating risk and vulnerability, implementing mitigating improvements, and disseminating IT security tools and procedures for JWICS. Knowledge ofIT INFOSEC security requirements for JWICS, including assessment and authorization, network operations and protocols, systems testing and evaluation, and performance management methods. Knowledge encompassing a broad range of telecommunications and IT security concepts, principles, practices, products, and services, including systems software, database software, immediate access storage technology to assess and advise on risk and vulnerability to various sources of attack, such as espionage, disruption of services, destructive programs/applications, implementing mitigating improvements, and disseminating IT security tools and procedures. Knowledge of the principles, methods, and practices for integrating information network and system components sufficient to plan, coordinate, and administer computer network and systems, and optimize network and system performance; and knowledge of performance tuning tools, database management, and project management methods sufficient to optimize network and systems performance, troubleshoot database performance problems, and perform a wide range of network and systems administration functions. Skill in the application of knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of network and systems; and to ensure the security, availability, integrity, efficiency, and reliability of networks and servers. Skill in applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving networks and systems to solve complex problems, provide support that minimizes interruptions in service. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems related to the work, writing clear and concise reports and recommendations. CONDITIONS OF EMPLOYMENT CONT. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
