GS-5:
The primary purpose of this position is in a developmental capacity, performs Service Contract Monitor duties performing a variety of contract monitoring functions involving the formulation, execution, and/or analysis of contracts for substantive programs and support activities. Serves as Quality Assurance Evaluator (QAE)/Supply Technician, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Duties
GS-5
Performs developmental assignments.
Performs recurring assignments.
Participates in special initiatives, studies, and projects.
Prepares written correspondence and other documentation.
GS-7
Develops and executes quality assurance activities and surveillance over operations.
Performs technical survey of approved contract and uses the results to develop a quality control plan. Performs warehouse operations. Performs Air Force Environmental Management Information System (EMIS) data management for the Civil Engineer hazardous materials program.
Provides assistance to customer, storage depots, or other organizations and performs general clerical support work.
Organizes and chairs informal working groups of planners and craft persons in order to study proposed item pricing for new items to be included on the fixed-priced TRIRIGA Stock List number.
Determines stock levels needed for non-recurring, specialized items based on usage, inventory, project demands, seasonal demands, changing customer needs, and projected depletion.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs

- GS-7: Position requires the ability to discern colors, contrast and depth
- GS-7: Employee will be required to occasionally work uncommon tours of duty to include evenings, weekends and/or holidays and/or emergency overtime
- GS-7: Work may occasionally require travel away from the normal duty station to provide support to geographically separated units, or to attend advanced training classes and seminars
- GS-7: Employee will be required to train and/or mentor lower grade employees
- GS-7: Performs other related duties as required (e.g., base preparation actions for distinguished visitors, annual Foreign Object Damage (FOD)-checks; to include other logistically significant duties as assigned by the supervisor
Qualifications
In order to qualify, you must meet the generalized experience requirements (GS-5) described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, and specialized experience requirements (GS-7) described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-05:
GENERAL EXPERIENCE: Applicants must have three (3) years of progressively responsible general work experience with one (1) year of that experience equivalent to the GS-04 grade level in the federal service, which includes knowledge of the basic principles, concepts, and methodology used in Quality Assurance and Supply. The work at this level requires a practical knowledge of established clerical or technical procedures and requirements related to the assigned management and/or program.

EDUCATION: Have4 years of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GS-07:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of well-established and commonly applied supply principles, concepts, and methodologies in one or more of the technical supply specializations (inventory, packaging, storing/distributing, or cataloging) or of supply program operations, when such work requires the application of some judgment and analysis to provide services or resolve problems.

EDUCATION: Have1 full academic year of graduate education, law school, or superior academic achievement. NOTE: You must submit a copy of your college transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-05
1. Knowledge of basic principles, concepts, and practices of Quality Assurance and Supply.
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level
assignments in Quality Assurance and Supply.
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
GS-07
1. Knowledge of Quality Assurance procedures and analysis techniques to evaluate proposed or existing contracts
and to implement an effective government quality control program.
2. Knowledge of governing supply regulations, policies, procedures, instructions, techniques, work methods,
supply functions and operations, reference material, and program requirements.
3. Knowledge of data entry and processing of supply transactions in an automated supply system.
4. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs,
records, orders, etc., to accomplish tasks and resolve complex supply problems.
5. Ability apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from
normal supply management procedures or program requirements.
6. Ability to receive, screen, review, and verify supply documents and resolve discrepancies. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
