You will serve as a CONTRACT SPECIALIST in the CONTRACTS DEPARTMENT of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will perform pre-award and post award functions to include planning, soliciting, cost/price analysis, negotiating and administering contracts. You will develop contract strategy considering the availability of funds, extent of competition, urgency and production lead time. You will perform detailed analysis of responses to solicitations, including price reasonableness, requests for pre-award surveys, adequacy of competition, compliance with solicitation, and probability of meeting requirements. You will utilize automated procurement systems (e.g., Standard Procurement System (SPS) and Seaport-e). You will analyze allowable costs in accordance with well-established methods and guidelines. You will ensure adequate contract oversight between the Contracting Officer's Representative and the contractor.   • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current Contracting, Foundational Acquisition certification.

Qualifications

GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing contracting services such as pre-award and post-award functions including planning, soliciting, evaluating, cost/price analysis, negotiating and administering contracts cradle to grave. Experience planning acquisitions for standard or specialized services and commodities within established competitive markets, and where price competition exists utilizing Performance Work Statements and Quality Assurance Surveillance Plans. Experience determining appropriate contract type and method of procurement based on the nature of service required, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations. Experience performing market research, reviews specifications and statements of work, and established acquisition milestone plans. GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and knowledge of Federal Acquisition Regulations (FAR, DOD FAR Supplement, Navy Acquisition Regulations, NAVEA Contracting Manual, SUPSHOP Operations Manual, contract law and legal precedents and other regulations governing firm fixed price contracts. Experience with financial and accounting principles and their specific application sufficient to evaluate contractor and subcontractor allegations of Government. Experience interpreting Defense Contract Audit Agency (DCAA) audits to resolve issues with contractor and Government personnel. Experience interpreting and resolving issues that arise during proposal evaluation, negotiations, and claim resolution. In addition to meeting the basic educational requirements below, applicants must have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

GS-12:
There is no education substitution for the GS-12 and the basic education above is still required.

GS-11:
You may substitute three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree for the specialized experience but the basic education above is still required.
