You will serve as a Senior Contract Specialist, Team Lead of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.

Duties

You will serve as a senior Contract Specialist with delegated contracting officer authority for acquisition planning, preparation of price/cost analyses for designated actions, formulating negotiation strategies/objectives, and negotiating contracts. You will act as the principle point of contact for contracts by conducting conferences, soliciting and analyzing proposals, answering inquiries, conducting negotiations, reviewing contractor prices, and awarding contracts. You will monitor and manage contracts by performing termination actions, preparing rate and cost adjustments, issuing stop work orders, approving payments, visiting and corresponding with contractors, and resolving contract related issues. You will initiate, develop, and recommend policy changes or improvements in procedures to deliver quality products and services to all customers.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing price/cost analyses for designated actions and formulating negotiation strategies; 2) Developing and executing a comprehensive plan to create contractual instruments responsive to long-range programs; 3) Coordinating procurements which include cost reimbursement, fixed-price contracting, and/or cost-plus incentive fees of a complex nature; 4) Applying knowledge of Federal contracting laws, statutes, regulations, and policies to administer and close out contracts; 5) Providing technical advice and guidance to contracting professionals on a wide variety of procurement actions and contracting processes and procedures. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
