Duties

The Acting Executive Director (ED) for CMSW is a senior executive level, experienced leader who has primary responsibility for the coordination and outcomes related to the provision of programs and services under the auspices of CMSW services. The incumbent is the principal advisor to the Assistant Under Secretary for Health (AUSH) for Patient Care Services (PCS) and other key officials within the Department of Veterans Affairs (VA) on all policies and procedures pertaining to the development and oversight of programs, delivery and evaluation of services and clinical practices of VA's social work and care management workforce. The incumbent oversees VA's continuum of Fisher House Programs, Temporary Lodging Programs, Post 9/11 Transition and Care Management Programs, Social Work, IPVAP, SAMS, MOH/FPOW, SDOH, VFR, CCICM, various family and community support services, and university and college affiliations. The incumbent has responsibility for formulating, directing development of and recommending all of the Department's policies, strategies, plans, projects and initiatives regarding social work and care management matters. **Note: This is a competitive detail opportunity that will Not Exceed 1 -Year with the detail assignment made in 120 days increments. Management retains the right to cancel the detail at any time based on the needs of the department.** Work Schedule: Monday - Friday 8am - 4:30pm EST, 40 hours per week Telework: This position may be eligible for a telework agreement based on the needs of the department. Virtual: This position may be filled as virtual (telework 50% of the time at the closest VA facility) based on the needs of the department. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. BASIC REQUIREMENTS: HEALTH SCIENCE OFFICER SR-601 U.S. Citizen Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. To meet the minimum qualifications, applicants must possess all of the necessary requirements for this position, you MUST SHOW in your RESUME that you possess the five Mandatory Executive Core Qualifications (ECQs) and Technical Qualification(s) outlined below. Eligibility will be based on clear and concise accomplishments that emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments (with results), policy initiatives and level of contacts. DEMONSTRATED LEADERSHIP EXPERIENCE: Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems. BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. Applicants may focus on resource management, with particular emphasis on financial management (budget). ECQ 5. BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants may demonstrate that they have external contacts as well as internal interactions. B. TECHNICAL QUALIFICATIONS (TQ): Extensive experience and knowledge of Care Management and Social Work Program matters, professional health care practice, health care delivery systems, and the ability to lead complex health care programs at a national level. REFERENCES: VA Regulations, this can be found in the local Human Resources Office. Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
