About the Position: As Manager of a lake project responsible for providing customer services in all aspects of the operation, management, maintenance, and administration of the Corps-operated areas of a multi-use flood control facility, flood control operations, dam safety, management of recreation facilities providing recreational and interpretive services to the visiting public, providing fish and wildlife management programs on Corps operated lands, coordinating with state and local agencies.

Duties

Supervise employees engaged in carrying out various aspects of the Corps missions at the projects, staffing level includes both GS Park Rangers, Administrative support personnel and Wage Schedule maintenance personnel and temporary employees. Researches, develops, writes and implements detailed project Operational Management Plans which outlines policies for areas of fish and wildlife management, facilities management, land management, interpretive services, visitor assistance and safety. Prepares annual budget requests for long and short term scheduling of goods, services, maintenance, new construction or plant replacement. Manages the lake project to ensure efficient and effective operation of flood control facilities; coordinates with Engineering Division personnel on a regular basis to ensure operation is accomplished in accordance with established guidelines. Ensures project personnel are properly trained to operate facilities. Performs recreation program management involving specific recreational facilities and programs directly associated with the facilities as well as a wide variety of repetitive and one-of-a-kind recreation and/or interpretive programs. Manage recreation facilities including regular inspections of, determining use capacities, regulating in regards to safety and resource protection, making decisions to minimize vandalism, and enhance facilities for public utilization and enjoyment. Plans work to be accomplished and coordinates work of subordinates setting priorities and prepares schedules for work completion. Interviews and selects or recommends candidates for positions at the project and establishes performance standards and makes evaluations for directly supervised subordinate positions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Must possess and maintain a valid motor vehicle operator’s license to perform duties.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below: Specialized Experience: One year of specialized experience which includes experience in a senior or lead position that provides work experience at a multiple-use lake office; coordinating flood risk management, recreational and natural resource management activities at a multiple-use lake project; administering contracts; providing leadership, guidance and oversight to subordinates and park staff to ensure mission accomplishment and compliance with directives, regulations and policies, particularly in the areas of physical security, OSHA requirements, and emergency operations; providing guidance to staff in planning and operation of recreation areas and multi-use facilities; maintenance program management with facilities and equipment; providing informational classes to the public; and preparing budget proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
