About the Position: This position serves as staff specialist for the Area Office, which is responsible for several multiple purpose water resource development projects with several hundred miles of property line, which has extensive park facilities, substantial and recurring natural resource management activities, and high annual visitation by park visitors.
Duties
Provides guidance and direction to park ranger team and other team members in work relating to recreation, natural resource management, shoreline management and real estate activities.
Directs patrol activities to ensure public compliance with rules and regulations governing the protection of government property.
Serves as a staff specialist responsible for organizing and coordinating recreational management activities at all Lake Offices in the operations area.
Provides assistance in various administrative, operations, and maintenance programs at all Lake Offices.
Develops or reviews budget proposals for individual lake projects and program areas, identifying material, equipment, utility, supply, support, staff, and contract components necessary to implement area-wide operation and maintenance plans.
Serves as the Area Staff Specialist to the Operations Manager and individual Lake Managers for planning and execution of various public service and involvement programs promoting community and industry support.
Assists the Operations Manager in personnel administration responsibilities related to area-wide staffing.
Performs administrative duties to include property accountability, facility safety inspections, Order Approving Officer, and inspections of area projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Required to wear the prescribed class A or B uniform as identified by regulation.
- Possession of or ability to acquire state driver's license.
- May be required to work evenings or weekends depending on the needs of mission liaison or individual project needs.
- Occasional overnight travel required (approximately 15%) for training, meetings, conferences, or special assignments.

Basic Requirement for Natural Resources Specialist (Ranger):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes overseeing all aspects of conservation, environmental, natural resource and recreation management; assesses the effectiveness of resources and activities related to soil conservation, water quality, resource management, recreation management and visitor safety; planning and implementation of programs to manage natural, cultural and physical resources; administering a shoreline management program; and participating in flood control activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
