The primary purpose of this position is to serve as the Director of Protocol, which involves the formulation, implementation, and supervision of all protocol aspects of foreign and domestic visits to the 60th Air Mobility Wing.
Duties
Serves as Director of Protocol.
Exercises personnel management responsibilities as a team-leader for the on-loan protocol staffing of military and civilians.
Serves as principal point of contact for matters pertaining to the handling of high-ranking visitors to the 60 AMW, official social events sanctioned by 60 AMW and formal military ceremonies for all Wing, Group, Squadron and associate and tenant units in Team Travis.
Responds to requests for information and assistance for senior leaders as they pertain to representational social events, official travel, and official gift exchanges.
Maintains custodial control of the Commander's Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W).

- The work may require the employee to drive a motor vehicle. An appropriate, valid drivers license may be required for the position.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and understanding of official protocol functions, concepts and practices to plan and direct the execution of special functions for distinguished high-level U.S. and foreign visitors. This includes expert knowledge of written and oral communication methods and techniques and skill applying this knowledge in directing the protocol function. Skill in applying and adapting the above knowledge to tailor each itinerary insuring that the highest degree of official recognition is accorded each visitor. Knowledge of protocol functions and principals sufficient to research customs, etiquette, and diplomatic formalities where guidelines are lacking in order to establish proper procedures, particularly in relation to international visitors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a written and oral communication methods and techniques and skill in applying this knowledge in directing the protocol function.
2. Comprehensive knowledge and understanding of international, DoD and AF protocol directives, methods, and practices as well as of DoD, Air Staff, MAJCOM, Base and Wing structures and functions in order to advise on and ensure proper treatment afforded distinguished visitors and ranking personnel.
3. Knowledge of the organization structure and function of base and mission partner activities to coordinate all aspects of itineraries.
4. Knowledge of Travis AFB missions, policies, requirements, organizational structures, and key personnel as well as the local community in order to establish/maintain effective working relationships.
5. Knowledge of a full range of personnel management policies, practices, and procedures including methods used to establish program objectives or performance goals and assess progress toward their achievement
6. Ability to plan, organize, and direct the functions and staff of an organization, lead others in projects, and to negotiate effectively with management to accept and implement recommendations. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
