The primary purpose of this position is: To serve as the Director of Staff and senior civilian leader to the installation commander providing executive leadership, management support, and technical advice to the 60th Wing, and tenant wings and units of Travis AFB.
Duties
In conjunction with the Wing Commander, accomplishes all aspects of planning, determination of organizational goals and areas of program emphasis for operational, installation and community support.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents the Wing with a variety of installation and functional area organizations. Serves as the senior civilian and key advisor to the Installation Commander representing Wing interests at Air Staff, MAJCOM, NAF and to local, state, federal officials, and congressional delegations.
Plans, organizes, and directs the activities of the Wing's operational, community support, installation command functions.
Maintains awareness of economic, operational and political climate in areas that might impact installation responsibilities, and makes or recommends project, program, and/or objective changes as necessary.

- This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes working with principles, concepts, and practices, day-to-day operations of facilities and equipment to include safety and security practices to include budgeting principles, concepts, and practices; ability to directly supervise, mentor, appraise, and provide supervisory guidance to military, civilian, and contractor personnel and mission, roles, functions, organizational structure, management, and operation of large organizations to provide high-level staff guidance and participate in the development of goals, objectives, and policies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of laws, rules, regulations, theories, principles, practices and the interrelationship of the following functions: operations, comptroller, facilities, logistics, manpower, civilian personnel and training, and high-level inquiries.
2. Mastery of advanced management and organizational principles and practice to develop and implement integrated approaches and solutions to mission/mission support problems, policies and procedures.
3. Mastery of the application of military expertise as it applies to Service and command programs and assigned weapons systems.
4. Knowledge of safety and security regulations, practices, and procedures.
5. Ability to plan, organize, and direct functions and mentor, motivate, and apprise the staff thorough subordinate supervisors.
6. Proven ability to analyze, plan, coordinate and adjust work operations and program objectives of multiple organizations/divisions to meet program requirements within available resources. Expert ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve the intended goal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
