This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS).
This position is outside the bargaining unit.
Duties
The incumbent provides technical and administrative support in a broad range of assignments involving a high level of confidentiality on a recurring and nonrecurring basis including special projects relating to the effective implementation of the front office agenda and confidential tasks involving the immediate office.
Provides confidential administrative assistance to the executive staff by prioritizing incoming requests, correspondence, reports, assignments, and other documentation. The employee may be involved with labor management issues with staff and participate in other labor mgmt. issues. They attend to administrative issues that would otherwise require the immediate attention of the executive staff.
Arranges meetings, official commitments, and domestic and international travel logistics for the DOL leadership using sole discretion based on priorities, timing, and potential scheduling conflicts.
As the COR, provides technical guidance to assure that the technical scope and terms of the contract are met. Ensures that any action considered as a commitment or change that affects price, quality, quantity, delivery or other terms and conditions of the contract is referred to the CO.
Plans and organizes high-level staff projects. Incumbent undertakes special studies, directs projects, and carries out assigned missions of the very highest priority, many of which are of direct concern to ETA and other DOL sub-agencies. In this connection, incumbent is relied upon to plan, direct, coordinate, and expedite projects and actions appropriate for each assignment.
Determines and applies analytical tools to conduct in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and financial resources and policies.
Evaluates proposals for systems and/or programs required to meet existing or anticipated operational problems, challenges, and changes in the operations environment. Applies a wide variety of analytical tools.
Selects the optimum solution based on consideration of a wide variety of critical requirements and variables (technical, systematic, and programmatic), ensuring efficiency, effectiveness, and economy of solution.
Maintains positive and collegial work relationships with ETA program officials, key executives within ETA, and other DOL Agencies in addition to the staff at external federal departments, stakeholder groups, and congressional staff members.
Serves as one of the main points of contact for official Departmental routings from the DOL Office of the Secretary and other DOL agencies and coordinates with appropriate ETA components to ensure assignments are completed per instructions.

Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Must complete training to be certified as a Contracting Officer's Representative Level I within 6 months.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as the following, you must meet all:
Planning, organizing, implementing, and critically evaluating administrative programs, plans, and/or proposals involving substantial agency resources, or that require extensive changes in established procedures.
Analyzing incoming tasks, correspondence, reports, briefings, etc., to ensure appropriate assignment and assessing proposed responses and/or products to ensure consistency with the mission and program direction.
Applying management and organizational concepts, principals, practices, to respond to a broad spectrum of policy or program administrative issues.
Experience using Office programs (Windows, Word, Excel, Outlook, PowerPoint, Edge, etc.) and any management information system used for agency operations.
