About the Position: Serve as a Public Safety Telecommunicator for dispatching Fire, Emergency Medical Service (EMS), and Law Enforcement (LE) responders, monitoring alarms, and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.

Duties

Some duties are at the full performance level and closer than normal supervision is required at the lower grades, IF needed. Responsible for the receipt and effective evaluation of 911 emergency calls. Identify the determinant and level of response and provides this and any additional information to the responding units. Transfer caller to proper agency as determined or dispatches a variety of emergency equipment to include police, fire, ambulance, Medevac, rescue or hazardous materials units. Provide emergency medical dispatching (EMD) assistance to callers with medical emergencies using the local authority's emergency medical dispatch system. Update information for medical, police and fire personnel enroute to call. Provide assistance to medical, police and fire personnel by acting as liaison between department personnel and other agencies. Verify location and call back number, determine patient's chief complaint, age, level of consciousness and breathing status Use computer system to inquire and enter criminal history information to National Crime Information Center (NCIC) database. Submit after hours or emergency work orders to the appropriate personnel for repair of any damaged facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment.
  • Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays).
  • Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time.
  • Incumbent may be required to wear a uniform.
  • Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems.
  • The Incumbent must pass a pre-employment and periodic physical.
  • The incumbent is subject to initial and random urinalysis testing in accordance with agency guidelines.
  • The incumbent is required to obtain and maintain a valid state driver’s license.
  • The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR).
  • Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned.
  • Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location.
  • Incumbent must complete the National Incident Management System (NIMS) IS 100,300, 700, 800, and 907 courses.
  • Continuous current certification is a condition of employment. The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training.
  • The incumbent is required to obtain and maintain certification in: Emergency Medical Dispatch based on the program standards at the location assigned.
  • Incumbent must be able to obtain and maintain a SECRET Security Clearance.

Additional information about transcripts is in this document. Proficiency Required: A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors. GS-06 Specialized Experience for current or former Federal employees serving on a career or career conditional appointment: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes 1) Operating computer systems to accomplish assigned duties; 2) Communicating with callers to determine nature of calls; and 3) Utilizing communication equipment to apply appropriate responses to calls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-07 Specialized Experience for current or former Federal employees serving on a career or career conditional appointment: One year of specialized experience equivalent to the GS-06 grade level in the Federal Service which includes: 1) Answering emergency and/or non-emergency calls for police, fire, or ambulance assistance; 2) Dispatching emergency personnel as needed in accordance with priority level procedures; AND 3) Operating communications software to perform dispatching duties such as: log calls, prepare reports of activities, and assist with medical dispatching until appropriate emergency units arrive. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
