DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources and Programs (OSR), Economics Division in Sterling, Virginia. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Prepare and support analyses of the National OCS Oil and Gas Leasing Program, including but not limited to, estimates of the social benefits and environmental costs of future oil and gas leasing and the impacts of the program on energy markets in the future. 2. Prepare analyses and documents relating to oil and gas, carbon sequestration and renewable energy lease sales including recommendations for lease fiscal terms wind lease auction format. 3. Provide economic, benefit-cost, and discounted cash flow type analyses that focus on the economic, energy and natural resource aspects of potential BOEM regulatory authorizations and regulatory alternatives. 4. Research and provide economic and socioeconomic analysis of offshore policy issues that integrate state-of-the-art methods, economic considerations, legal requirements, departmental and BOEM policies, and Executive Orders working both individually and in interdisciplinary teams with other staff within the Economics' or other Divisions. 5. Implement laws and regulations to ensure compliance of BOEM renewable and non-renewable energy activities with the requirements of the Outer Continental Shelf Lands Act (OCSLA). 6. Review technical, market and regulatory publications to learn of current economic and socioeconomic research findings and maintains current knowledge of economics, energy markets, and related subjects. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. GS-12: $99,200 - $128,956 per annum. GS-13: $117,962 - $153,354 per annum. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: To be eligible for this position, applicants must meet the Basic Education Requirements for the 0110-Economist series as described below: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. NOTE: You must submit your transcripts to show that you meet this requirement. Failure to submit your transcripts will result in an "Ineligible" rating. (2) Specialized Experience Requirements: GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Conducting and interpreting quantitative research or analytical studies on the economic effects of policies and programs impacting the local, state, or national economy. 2. Planning methods used to gather, analyze, and evaluate information concerning critical mathematical, statistical, or economic factors. 3. Planning and executing a variety of projects that involve collecting and using detailed economic data. Must meet all. GS-13: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Conducting and interpreting quantitative research or analytical studies on the economic effects of policies and programs impacting the local, state, or national economy. 2. Planning methods used to gather, analyze, and evaluate information concerning critical mathematical, statistical, or economic factors. 3. Planning and executing a variety of projects that involve collecting and using detailed economic data. 4. Implementing laws and regulations to ensure compliance with requirements of federal land management or other federal/state statutes. Must meet all.
