Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Strategic Resources, Economics Division, Regulatory & Economic Analysis Branch in Sterling, VA. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Conducts economic or engineering analysis for BOEM's offshore oil and gas, renewable energy, or marine minerals programs. 2. Researches and develops methods likely to be useful in analysis of offshore policy issues or in other pertinent applications, working both individually and in collaboration with other staff within Economics or other Divisions, outside contacts, or contractors. 3. Prepares reports of research and applications that explain the work, give interpretations of results, and describe the significance of the results. 4. Responsible for assessing the adequacy of assigned existing analytical techniques, models, tools and methods used in the division and for pursuing improvements as needed. 5. Leads, adapts and implements new applications of recently available analytical or engineering techniques. 6. Develops statistical models, methods, and tools for forecasting time series of prices and other economic variables. 7. Recognized as an expert to provide reliable valid economic input to critical, established Bureau decision processes. 8. Participates in diverse BOEM teams to improve their work with respect to economic, energy, or engineering issues, and to assess how renewable and non-renewable energy activities affect, and are affected by, domestic and international economic activity and trends. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Sterling, VA GS-12, Step 1: $99,200 - Step 10: $128,956 GS-13, Step 1: $117,962 - Step 10: $153,354 GS-14, Step 1: $139,395 - Step 10: $181,216 First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Petroleum Engineering 0881 A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. Economics 0110 A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing economic analysis of policy, legislation and/or regulations impacting energy, mineral, environmental, and/or resource economics; 2. Utilizing computer-based tools to conduct analysis associated with energy or nonenergy mineral resource exploration, development and production; 3. Creating and assessing energy resource, economic evaluation, or economic impact models; 4. Performing benefit/cost analysis and regulatory impact analyses for regulatory proposals. Must meet all. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing economic analysis of policy, legislation and/or regulations impacting energy, mineral, environmental, and/or resource economics; 2. Utilizing computer-based tools to conduct analysis associated with energy or nonenergy mineral resource exploration, development and production; 3. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Performing economic analysis of policy, legislation and/or regulations impacting energy, mineral, environmental, and/or resource economics; 2. Utilizing computer-based tools to conduct analysis associated with energy or nonenergy mineral resource exploration, development and production; 3. Creating and assessing energy resource, economic evaluation, or economic impact models; 4. Performing benefit/cost analysis and regulatory impact analyses for regulatory proposals 5. Presenting results of economic studies to management officials for decision making purposes; and 6. Representing an organization at leadership meetings and conferences in all areas of energy economics. Must meet all.
