Duties

This position is with the Office of Inspector General, Office of Audits, Inspections, and Evaluations' Western Region Audit Division. This office is responsible for supervising, coordinating, and conducting audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As an Auditor (Performance) you will perform assignments as part of complex performance audits, inspections, and evaluations of DOI programs and operations. Your work encompasses matters important to Indian and Native American communities and natural resources, land, and wildlife management. Responsibilities: Plan, perform, or lead others in complex projects, analytical studies, and evaluations of major programs and operations for efficiency and effectiveness in meeting their intended objectives. This includes thoroughly studying and assessing all related policies, activities, procedures, resources, and systems that may intersect different functional areas. Develop assignment plans, procedures, and methodology and assigns tasks to team members. Determine the relative significance of conclusion reached and assures that work performed, evidence collected, and methodology used sufficiently support conclusions reached based on best practices or other rationales that contribute to positive program results. Develop practical recommendations for corrective action and improvements. Prepare written reports and briefing materials designed to resolve operational problems and achieve maximum effectiveness and efficiency in programs under review. Brief internal management orally and in writing on the work performed.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. BASIC QUALIFICATION REQUIREMENTS: Applicants must have a degree from an accredited college or university in auditing; or a degree in a related field such as business administration, finance, public administration, or accounting (OIG will also consider degrees in auditing, economics, public administration, public policy, international relations, international affairs or political science); OR Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant obtained through written examination: OR Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours). Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. In addition to meeting the basic qualification requirements of the 0511 series, you must also meet the experience listed below: Minimum Qualifications GS-12: One year of experience equivalent to the GS-11 grade level in the Federal service performing all of the following: Planning and performing audit assignments; Developing recommendations for corrective action or improving operational efficiency/effectiveness; AND Preparing audit work papers or reference documents. Minimum Qualifications GS-13: One year of experience equivalent to the GS-12 grade level in the Federal service performing all of the following: Developing audit plans to include items such as scope, objectives, and procedures; Advising others on issues encountered in an audit; Writing, editing, and reviewing audit reports or work papers/reference documents; AND Briefing management officials on work performed and findings.

Education

There is no educational substitute for the GS-12/13 levels.

You must meet the Basic Education Requirement for positions in the Auditor series.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
