Duties

This position is with the Office of Inspector General, Office of Audits, Inspections, and Evaluations (AIE). The AIE manages, supervises, coordinates, and conducts audits, inspections, and evaluations relating to Department of the Interior (DOI) programs and operations, including, but not limited to, waste, abuse, and mismanagement in such programs and operations of the DOI employees, contractors, grantees, lessees, or any other persons or entities doing business with the DOI. As a Supervisory Auditor (Performance), GS-0511-15, you will perform the following major duties: Oversee and have responsibility for all matters related to assignments within the appointed office/division. Ensure that project proposals submitted by the division address OIG strategic goals and management challenges. Oversee the planning phase of assignments to ensure that project plans will answer objectives; allocate resources to ensure that projects are adequately staffed. Oversee the fieldwork phase of assignments to ensure that teams are on track to meet milestones; and ensure that assignment reports contain logical and clearly supported conclusions and recommendations that drive positive change and promote accountability. Advise the AIE senior leadership on matters related to audits, inspections, evaluations, reviews, and special projects performed by the office. Assist in completing special projects as assigned, such as responding to Congressional and Secretarial requests. Plan and manage the work of the office, sets goals, establishes priorities, and determines scope and milestones of projects/assignments. Ensure that all reports issued by the office or forwarded for issuance accurately reflect the results of the audits, inspections, evaluations, and other reviews that are performed in conformance with appropriate standards.

Qualifications

All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Minimum Qualifications GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service performing all of the following: Directing and managing audits of various programs, operations, and functions through subordinate staff from inception to completion in compliance with government auditing and evaluation. Maintaining an effective quality control process for audits and evaluations, including implementing corrective actions in response to external and internal peer review recommendations. Conveying, justifying, and defending highly sensitive or technical audit findings and recommendations to officials of diverse backgrounds, including senior management, senior government officials, or members of Congress. Devising and administering a comprehensive audit plan, which includes audits or evaluations of major agency programs and operations, to assess program performance or financial compliance. Providing feedback in developing audit and evaluation policies and procedures.

Education

You must meet the Basic Education Requirement for positions in the Auditor series

  1. Degree: auditing; or a degree in a related field (please see below list for related field degrees) such as business administration, finance, public administration, or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
