This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Indian Self Determination in Albuquerque, New Mexico. You will perform a full range of functions and provide technical assistance under Public Law 93-638. NOTE: THE PAY FLEXIBILITIES OF RECRUITMENT OR RELOCATION INCENTIVE, OR STUDENT LOAN REPAYMENT MAY BE AUTHORIZED PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL

Duties

Performs the full spectrum of the more complex contracting and granting functions from pre-award to closeout under Public Law 93-638, the Indian Self-Determination and Education Assistance Act of 1975, as amended. Serves as awarding official for the award, administration and management, modification and close-out of self-determination contracts and grants. Responsible for the resolution of Single Audit issues and prepares and executes Management Decisions. Reviews and approves the approval/disapproval of payments and vouchers during the life of contracts and grants. Manages issues surrounding contract disputes, alternative dispute resolution, and appeals to contracts. Reviews and evaluates tribal administrative capabilities in the requirements associated with the development and operations of effective management systems. Maintains close contact with each Tribal Employment Rights Office (TERO) relevant to implementation and maintenance of Public Law 93-638, as amended. Provides training and technical assistance to Regional, Agency and Tribal staff in the administration and management of self-determination contracts and grants.

  • As a condition of employment, incumbent must be certified or certifiable within a reasonable period of time and maintain continual certification in accordance with the Awarding Official Certification System Handbook.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1101 Series) GS-12: Qualifying is one year of specialized experience or the equivalent, comparable to at least the GS-11 grade level in the Federal Service. This experience must include work in performing complex contracting and granting functions from pre-award to termination or closeout concerning a wide variety of programs, operations, and services including construction contracts, under Public Law 93-638 such as developing or reviewing, recommending approval to the Approving Official contract/grant packages covering program requirements, terms and conditions, clauses, funding, business/project management, delivery schedules, quality assurances, labor, security, safety, reporting and other program specific requirements; works with program officials to develop a negotiation plan, including terms and conditions covering program requirements, performance criteria and evaluation, business controls, contingencies, timelines, milestones, and goals. GS-13: Qualifying is one year of specialized experience or the equivalent, comparable to at least the GS-12 grade level in the Federal Service. This experience must include work involving delegated authority to award or approve non-construction/construction contract, grants, cooperative agreements and perform the full spectrum of complex contracting and granting functions from pre-award to termination or closeout under Public Law 93-638; resolves Single Audit issues and prepares and executes Management Decisions (determinations & findings); ensures contractors/grantees comply with submission timelines; Assisting in planning and developing regional procedures, guidelines, or manuals; Assists in the implementation of such policies; Assisting in conducting program reviews for compliance with P.L. 93-638 procedures, policies, directives. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
