This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Self-Determination in Albuquerque, New Mexico. Incumbent serves as Awarding Official to execute the P.L. 93-638, Indian Self-Determination and Education Assistance Act of 1975, as amended, for all programs.

Duties

Serves as principal staff advisor in the interpretation of Self-Determination legislation, implementing regulations to the administrative aspects of operations, contracting and granting activities. Serves as a Level II Awarding Official and Senior Awarding official to award, modify, administer or approve contracts/grants, makes decision and issues findings and determinations. Responsible for pre-award and post-award activities through contract and grant close-outs. Develops, implements and maintains closing of applicable self-determination contracts, including construction contracts and grants award under the administrative jurisdiction assigned. Plans work for staff, sets and adjusts short-term priorities; prepares schedules for completion of work. Responsible for improving production or increasing the quality of the work directed and evaluates work performance of subordinates.

  • Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Form BIA-4432 must be submitted with the application if claiming Indian Preference.

  • Incumbent will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standard for Administrative and Management Positions, GS-1101). Minimum Qualification GS-14: Qualifying is one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing work in directing and providing guidance in the implementation and coordination of all aspects of P.L. 93-638 which include all phases of contract/grant administration from inception to close-out; gathering, assembling, and analyzing facts, drawing conclusions, devising solutions and making recommendations. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
