This position is located in the Deputy to the Chairman & Chief Operating Office, Human Resources Branch, Human Capital Strategic Planning & Analysis of the Federal Deposit Insurance Corporation and develops and executes criteria and procedures for evidence- based application of behavioral science and personnel measurement practices related to job requirements, competency modeling, performance measurement, talent assessment, selection recommendations, and program evaluation.
Duties
Designs, develops, and leads statistical and research studies for the purposes of understanding talent needs/issues and developing talent management processes, including but not limited to selection, assessment, and development; conducts literature reviews, determines data collection strategies, analyzes data, and interprets results.
Reviews assessment strategies, processes, and procedures; makes recommendations to management on appropriate assessment tools and procedures to ensure fair, valid, and reliable assessments that adhere to professional testing standards and regulations; and conducts content and criterion-related validation studies.
Advises senior leadership and other stakeholders on the structure and procedures needed to effectively implement various talent management programs; monitors the application of procedures.
Provides advice to Divisions/Offices throughout the Corporation on implementing laws, regulations, policies, and professional standards for employee and leader assessment, selection, and development.
Works with Division/Corporate leadership to optimize the quality and effectiveness of the agency workforce through human resource planning and identifying how to strategically align HR initiatives/functions (e.g., talent acquisition, leader development, performance management).
Prepares Corporation policies, and technical reports and makes oral presentations and briefings to management on a variety of assessment issues, often recommending well-researched new approaches and explaining unusual or unexpected data trends.
Partners with OPM, other agencies, and internal business partners, and applies own expertise, to design programs for the improvement of Corporation and Federal human capital evaluation procedures and related processes.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major (or equivalent) in Psychology.
In addition to the Basic Requirements, applicants must have completed at least one year of specialized experience equivalent to at least the grade 13 level or above in the Federal service. Specialized experience is defined as experience designing, developing, analyzing, evaluating and validating employee assessment tools; and experience providing consultant services to the workforce using models and theories of industrial/organizational psychology.
