Vacancies will be filled in the following specialty areas:
Taxpayer Services Customer Assistance, Relationship and Education
The following are the duties of this position at the full working level.
Develops innovative solutions to complex problems and makes recommendations for improvement based on effective analysis and by adapting existing and/or applying evolving technology.
Develops statements of work for contractor or vendor requirements and provides agency oversight of contractors' compliance with these requirements.
Develops policies and procedures and establishes necessary program support requirements for centralized management. Represents agency views and interests at various levels within and outside of the organization, including liaison with technical and professional associations and study groups.
Aids in the development and installation of financial or other management control programs for distribution operations for such purposes as controlling operations, determining distribution costs, planning and budgeting, and evaluating distribution management performance.
Conducts complex surveys and studies of operations to determine proper distribution patterns and methods of distributing tax forms to the public.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS - 9 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with policy requirements for distribution management and requirements analysis to assist in revising existing policies and procedures for centralized management; Experience with problem solving, communication, analysis and consensus building; Experience using analytical and evaluative techniques to assist in developing solutions to complex problems and participate in the process of formulating recommendations for improvement; Experience with computer systems and broad knowledge of various PC software applications for effective analysis; Experience using project management techniques to ensure projects are in control and resources are expended effectively.

EDUCATION: Master's or equivalent graduate degree in any field of study. or two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in any field of study. or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE GS - 11 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with IRS organizational structures and responsibilities and their interrelationships with Media and Publications, and policy requirements for distribution management and requirements analysis to assist in revising existing policies and procedures for centralized management; Experience with analytical and evaluative techniques to assist in developing solutions to complex problems and participate in the process of formulating recommendations for improvement by adapting technology; Experience working with computer systems and various PC software applications for effective analysis; Experience using project management techniques to ensure projects are in control and resources are expended effectively; Experience with inter-relationships of operations to assist with the assessment of overall program cost, effectiveness, and staffing utilization and provides guidance to assure compliance with prompt payment requirements.

EDUCATION: A Ph.D. or equivalent doctoral degree or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., if related.

SPECIALIZED EXPERIENCE GS - 12 : You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Experience with IRS organizational structures and responsibilities, Media and Publications, area distribution centers, service campuses and various field offices and their interrelationships to be able to recognize effective distribution patterns.
Experience with program management requirements for distribution, in order to provide technical advice, guidance and assistance on distribution operations. Experience developing and/or recommending new or revised distribution policies and procedures.
Experience with a wide range of analytical and evaluative methods and techniques to develop innovative solutions to complex problems and make recommendations for improvement.
Experience working with computer systems and broad knowledge of various PC software applications for effective analysis.
Experience with budget and procurement procedures.
Experience using inter-relationships of operations to assess overall program cost, effectiveness, and staffing utilization.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
