About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Charlottesville, VA. Performs budgetary and administrative functions required in the formulation, execution, and review of assigned portions of the appropriated fund budget.

Duties

Perform budgetary and administrative functions required in the formulation, execution, and review of assigned portions of the appropriated fund budget of the National Ground Intelligence Center. Interpret funding guidance received from DoD, HQDA, and the MACOM, and the Resource Manager and the Commander on its implementation. Analyze budget estimates and supporting data provided by Directorates and provide recommendations to assure compliance with regulatory and legal limitations and restrictions within the resource programs. Develop budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget. Monitor obligations and expenditures for base support functions and verify timely processing in accordance with established work plan and regulatory controls. Determine availability of funds and distribute funds to ensure maximum utilization throughout the fiscal year. Provide advice and assistance to the Directorates and serve as the central point of contact between the Directors and NGIC's Resource Manager. Processes travel authorizations utilizing the Defense Travel System (DTS) as a reviewing officer; ensure accounting information is correctly applied and ensure authorizations and vouchers comply with the Joint Travel Regulation (JTR).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Requires Temporary Duty (TDY) travel up to 10% of the time.
  • This is a Financial Management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450.

You will receive credit for all qualifying experience, including volunteer experience. If you are selected at the GG-09 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. To qualify at the GG-09: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience managing financial resources for an organization while adhering to regulatory guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR You must have a combination of the specialized experience, but less than one year; and have at least one year of graduate education, but less than the required two years. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) To qualify at the GG-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience developing budget estimates and monitoring obligations and expenditures for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR You must have a combination of the specialized experience, but less than one year; and have at least two years of graduate education, but less than the required three years.
