About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Enterprise Operations Directorate, Resources and Strategy Charlottesville, Virginia.
Duties
Defines policy and provides interpretation and application of regulations pertaining to precedent setting issues regarding the management of automatic side funding, Joint Reconciliation Program, and audit responses to management.
Performs analysis and evaluation of programmed versus actual budgetary execution to attain program objectives.
Reviews operating budgets to analyze trends affecting budget needs and keeps records of commitments, obligations and expenditures.
Develops and publishes budgetary guidance for subordinate organization use; advises and recommends solutions on the status and availability of funds.
Researches, analyzes and validates current and prior year obligations against disbursements; resolves discrepancies and makes recommendations for funds allocation according to spending priorities.
Manages and provides financial management documentation for all audit readiness reviews; develops and implements methods to reduce errors and maintain long-term audit readiness.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

One year of specialized experience equivalent to the GG/GS-12 grade level in the Federal Service which includes experience formulating and developing budget requirements using established metrics derived from historical data, trend analysis, and relevant patterns of an organization; conducting cost analysis studies; and providing briefings on budgetary issues and status to organizational leadership.
