You will serve as a Supervisory General Engineer in the DDG(X) Program Office; Program Executive Office Ships of PROGRAM EXECUTIVE OFFICE SHIPS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15

Duties

You will serve as the Program Technical Director for the Large Surface Combatant (DDG(X)) program office of Team Ships. You will coordinate with Principal Assistant Program Managers to manage all technical aspects that could impact program schedule, performance, and cost. You will manage all DDG(X) ship system technical interfaces within the program office, PEO Ships, PEO IWS and other PEOs, as required. You will coordinate planning, execution, and design integration of ship systems for new construction and post-delivery. You will manage all program technical issues, including propulsion systems, electrical power generating systems, auxiliary systems, control systems, damage control, ballasting, Hull, Mech., and Electrical inspections, and ship trial cards. You will coordinate technical efforts at NAVSEASYSCOM, Navy field activities, and industrial activities to ensure that engineering requirements are being met and suitably integrated into the ship design. You will work closely with the Ship Design Manager to assess the impact of changes on overall ship production schedules. You will investigate, develop, and analyze complex problems to provide advice and insight about the probable effects of alternate solutions. You will ensure that cost, schedule, technical performance, and system supportability through the life cycle are considered when reaching decisions.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) in the federal service or equivalent experience in the private or public sector as a professional engineer leading or coordinating the development, test, evaluation, design, certification, repair, or delivery of surface ship combat systems and components. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
