The primary purpose of this position is: to serve as HQ AETC/A9, Analysis and Innovation Directorate, staff program advisor for AETC Leadership and support research and development and technology transfer/transition activities for Air Education and Training Command's Transformational Education and Training Applications supporting the (ATETA).

Duties

Plan, lead, and evaluate a wide range of research, development and Technology Transfer activities and requirements. Advise, author, negotiate, established agreements and engage in technology transfer or other innovation efforts and processes on behalf of AETC and National Security Innovation Base priorities and processes. Exercise Supervisory Personnel Management Responsibilities. Analyze and evaluate overall program performance and opportunities for improvement. Develop, prepare, and interpret staff studies to AETC Leadership.

  • HQ AETC Technology Transfer experience is highly desirable
  • A Master’s degree or equivalent experience is highly desirable. Graduate of a senior service college or advanced military studies school (non-Service specific) and JPME II is highly desired.
  • Education consistent with senior Service School is highly desired to understand high-level strategic-operational levels of war and the military-industrial complex.
  • This position occasionally requires the employee to travel away from the normal duty
  • Employee may be required to work overtime and other than normal duty hours
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes developing and integrating understanding of science, research, and technology requirements, ongoing studies, technology transfer and transition opportunities; recommending strategies and research priorities minimizing duplication of effort and maximizing the value of research and technology methodologies; articulating complex analysis and implications on current and future needs and winning support of innovative proposals; and advising the command and staff on direction, planning, organization and oversight for activities and requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force regulation and applicable federal laws which govern the use, creation, maintenance and cancellation of technology transfer agreements. Knowledge of the laws, principles, policies, and practices of that influence acquisition and management decisions. Knowledge of laws, rules, regulations, practices, and procedures for non-FAR agreements, assistance instruments and FAR based acquisitions. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence a number of processes. Ability to plan, organize, and direct the functions and supervise, mentor, motivate and appraise assigned staff. Knowledge of business applications of marketing, long range planning, and market analysis is also necessary to help identify opportunities for the enhancement and creation of technology transfer agreements. An advanced degree (such as a Master's of Science or Business Administration) is highly desired. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions Expert ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues at the highest levels; maintain good working relationships with both government and industry audiences. Ability to integrate, analyze, make correct inferences and manage a variety of functions in support of research, development, production and support of a system, subsystem, or equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
