Duties

You will evaluate production processes for compliance, effectiveness, and efficiency. You will assess process risks through process Failure Mode and Effects Analyses (FMEA) and identify and implement process controls necessary to manage those risks and achieve performance goals. You will develop job aids, work instructions, inspection plans, and control plans to improve process control. You will perform Process Effectiveness Management System (PEMS) assessments, evaluate adequacy of 7M support elements, and plan and implement improvements when inadequacies are discovered. You will investigate quality incidents and non-conformances to identify issue cause(s), necessary containment actions, and when necessary, root-causes and actions to address them. You will report on past and expected future process performance, including risks, issues, and opportunities, and actions planned and taken to address them.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: At the GS-07 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding engineering principles and practices, some knowledge of work processes and ability to apply basic standard engineering practices; 2) Knowledge in leading teams with team support in solving industrial production issues and production support functions; 3) Knowledge of quality reviews, project reviews, audit briefs, and quality investigations with team support; and 4) Knowledge in providing industrial and quality engineering support with team support for operations, evaluation of production processes, investigation of root causes of failures and defects, and identification of corrective and preventive actions (CAPA) necessary to prevent recurrence. At the GS-09 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Intermediate understanding of engineering principles and practices, knowledge of work processes and ability to apply standard engineering practices; 2) Ability to Lead teams with team support in solving industrial production issues and production support functions; 3) Ability to lead quality with team support for reviews, project reviews, audit briefs, and quality investigations while incorporating inputs from a variety of engineering disciplines that are less complex than those of characteristics of the GS-11; and 4) Ability to provide industrial and quality engineering support with team support for operations, evaluation of production processes, investigation of root causes of failures and defects, and identification of corrective and preventive actions (CAPA) necessary to prevent recurrence. At the GS-11 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying competent knowledge of quality/industrial engineering theories, concepts principles and processes; 2) Leading teams with limited support in solving industrial production issues and production support functions; 3) Leading quality with limited support for reviews, project reviews, audit briefs, and quality investigations while incorporating inputs from a variety of engineering disciplines that are less complex, lesser scope and impact than those of characteristics of the GS-12; and 4) Providing industrial and quality engineering support with limited support for operations, evaluation of production processes, investigation of root causes of failures and defects, and identification of corrective and preventive actions (CAPA) necessary to prevent recurrence. At GS-12 Level:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Basic education requirements for GS-07, GS-09, GS-11 & GS-12 Grades:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

IN ADDITION: The following education may be used as a substitute for experience:
GS-07:Sucessfully completed one full year of graduate level education

Superior Academic Achievement
GS-09:Successfully completed a master's degree or equivalent graduate degree.

Successfully completed 2 full years of progressively higher level graduate education leading to a master's degree.
GS-11: You have successfully completed a Ph.D. or equivalent doctoral degree related to the position

You have a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
