You will serve as an INDUSTRIAL ENGINEER/OPERATIONS RESEARCH ANALYST of the NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will provide cost analysis support for complex defense weapon systems programs, including life cycle cost estimating, contract proposal evaluation, and Integrated Program Management (IPM) analysis. You will conduct data collection, research and analysis. You will analyze mission requirements and systems definitions to determine cost parameters, cost factors, and relationships to be utilized in constructing cost models. You will build quantitative models to predict the future cost of complex defense weapon systems. You will perform analysis to help Navy leadership make informative decisions concerning cost, budget, and schedule over the life cycle of Navy programs. You will participate in and/or lead parts of cost analysis and program office teams. You will deliver oral and written presentations of findings, defending your analysis.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying quantitative, analytical, and evaluative data methods; conducting data-centric analysis of engineering-based design and production of major complex products and processes; leading analytical teams; identifying data-substantiated costs, risks, and solution recommendations for product development, production, and business operations; and developing databases or cost models using cost estimating tools (e.g., Automated Cost Estimating Integrated Tools [ACEIT], Crystal Ball, CoStat, Excel, Winsight, Primavera) to support weapons systems cost analysis efforts. Examples of qualifying experience includes: developing acquisition program life cycle cost estimates, providing contract cost evaluations, and providing Integrated Program Management (IPM) cost and schedule analysis to program managers or organizational leadership for complex defense weapon systems. GS12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying quantitative data methods; conducting data-centric analysis of the design, production and operations costs of major engineering products and processes; analyzing data to evaluate risks and statistical uncertainty for product development, production, and business operations; and creating analytical models. Examples of creditable specialized experience includes developing acquisition program life cycle cost estimates, providing contract cost evaluations, and providing Integrated Program Management (IPM) cost and schedule analysis to program managers or organizational leadership for complex defense weapon systems. Education

1515: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a Bachelor's degree or higher degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

0896: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following: a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration;

Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico;

OR

Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above);

OR

Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
