This position is located in the Albuquerque District Office.
This position is only open to Department of Interior (DOI) current permanent employees on a competitive appointment and employees that meet Land Management Authority.
Duties
The primary purpose of this position is to serve as a first-line supervisor responsible for evaluating the work performed by Wage Grade (WG) personnel. The supervisor manages, directs, plans, assigns and evaluates and performs the same work as those supervised. When appropriate, recommends and prepares awards, gives advice, counsels and instructs subordinates on work and administrative matters. Interviews and selects applicants, hears and resolves complaints, provides or provisions training, effects minor disciplinary measures (warnings and reprimands) and recommends more serious measures as warranted, ensures equal employment opportunities, complies with Bargaining Unit Agreements. Incumbent has access to personally identifiable information as relates to subordinates. Incumbent must possess knowledge and understanding of guidelines and accepted practices utilized (within disciplines supervised) as related to construction and facility maintenance, project planning, and environmental assessments in order to plan and direct operations, and select and assign worker(s) with required skills and experience. The position is designated as a "working supervisor"; incumbent performs similar duties as those supervised. The incumbent is required to possess the knowledge, skills, and the experience needed to operate a variety of gasoline or diesel powered engineering and construction heavy equipment in all terrain environments to include mountainous, remote, and steep slope environments characterized by graded curves and shoulders, rocky or soft ground, hilly forests, etc. Other government owned vehicles include various motor vehicles and/or watercraft such as gasoline or diesel powered engineering and construction equipment with wheeled or crawler type traction, road graders, tractors with bulldozer or angle dozer blades, front-end loaders, excavators, backhoes, wheel loader, trench diggers, and large industrial tractors with pan or scraper attachments in all types of terrain environments. Some of these vehicles may be equipped with auxiliary attachments such as plows, blades, blowers, mowers.
Operate heavy equipment close to buildings, towers, trees, drop-offs, waterlines, and rocks.
Troubleshoot and perform repairs to a variety of heavy mobile equipment and vehicles by removing, adjusting, or replacing defective or worn parts and components.
Follow safety practices and procedures following established safety rules and regulations.
Interpret plans and profiles for roads, buildings, earthwork construction and maintenance.
Interpret work specification by utilizing basic arithmetic, geometry, and other practical mathematics.
Use equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, dams, dikes, reservoirs, culverts, water developments.

- Incumbent is required to attend supervisory training within 1 year of appointment and periodic refresher courses, thereafter.
- Incumbent must possess and maintain a valid Commercial Driver’s License (CDL) Class A, with appropriate special endorsements to perform the work of the position for the duration of appointment.
- Incumbent must complete Heavy Equipment Operator Training as required within 1 year of appointment.
- Incumbent is subject to the requirements of the Department of Transportation (DOT) drug and alcohol testing program, and is a Testing Designated Position (TDP) under the Department of the Interior (DOI) Drug-Free Workplace Program.
- Incumbent is required to wear all applicable Personal Protective Equipment (PPE) associated with the job and adhere to safety standards.
- You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
- You will be required to wear a uniform and comply with the Bureau of Land Management uniform standards. A uniform allowance will be provided.
- You may be required to travel overnight away from home up to 11 nights per month. You must obtain a government charge card for travel purposes.
Qualifications
To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Engineering Equipment Operator Supervisor without more than normal supervision. Examples of such experience include: (1) supervising the operation of gasoline or diesel powered equipment such as road graders, bulldozers, excavators, backhoes, or water trucks in all terrain environments; (2) planning daily work of crew and equipment as well as the methods and procedures for maintenance activities; (3) instructing subordinates on safety, special projects, regulations, guidance, and hazardous material handling; (4) leading or training subordinates in the operation of engineering equipment.
SELECTIVE FACTOR: This position performs operation of vehicles, and a class Commercial Driver's License with appropriate special endorsements is required. You must be able to obtain one before entry on duty. Candidates who do not meet this requirement by entry on duty will receive no further consideration for this position

Physical Effort: Work is strenuous and physically exerting because of the large equipment operated, the adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces, when making lateral movements, and changing attachments. The incumbent is required to lift and carry items weighing up to 50 pounds and often puts forth similar effort when pushing, pulling, turning and positioning parts, assemblies, equipment and tools. Incumbent is required to manipulate hand and foot controls while changing attachments. Incumbent must maintain a high degree of concentration and depth perception. Work is physically and mentally challenging.
Work Environment: Incumbent operates large and complicated gasoline or diesel powered engineering and construction equipment in difficult circumstances increases exposure and risk of injury. The incumbent works both inside and outside and is exposed to hot and humid weather and/or extremely cold weather with temperatures ranging from below 0 to above 105 degrees Fahrenheit. Ice, road oils, and other items such as loose gravel and rocks may create hazardous conditions. The operator is subjected to noise, vibration, dust, dirt, oils, solvents, and fumes from motors and exhausts. When working inside, the incumbent must ensure proper ventilation to minimize fumes caused by equipment or vehicles. The incumbent is frequently exposed to the possibility of receiving cuts, abrasions, bruises and strains while servicing and operating equipment. The incumbent is required to follow all prescribed safety practices and use Personal Protective Equipment (PPE) such as protective hearing devices and hard hats to prevent injury. Protective clothing and safety equipment must also be worn while exposed to hazardous conditions.
