This position is in the Department of Homeland Security (DHS), Management Directorate, Federal Protective Service (FPS). The FPS mission is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S. Government's critical infrastructure, services, and the people who provide or receive them.
Non-BU: This is a non-bargaining unit position.
Duties
This position is located in the Department of Homeland Security, Federal Protection Service (FPS), Trenton NJ, Baltimore MD, New York NY, Springfield Il, Houston TX.
The primary purpose of this position is to serve as an advisor to the District Director in the areas of law enforcement personnel involved in compliance, enforcement, investigations and inspections activities.
Duties performed:
Monitors the effectiveness of assigned personnel in the delivery of service.
Implements necessary program changes to meet the agency's objective.
Performs supervisory and contract management functions to include planning work to be accomplished by subordinates.
Supervises a group of subordinate law enforcement to ensure their engagement in compliance.
Provide recommendations to management regarding elimination of practices in an effort to improve customer relations practices.
Conducts compliance investigation of agency mission essential risk mitigation programs to determine the resolution of problems.
Protects the civil right of all people on property under the charge or control of the U.S Government.
Qualifications
SpecializedExperience GS-13:Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Specialized Experience Required: Experience making recommendations on physical security systems designed to protect personnel, equipment and facilities; Identifying and proposing solutions to security problems that have significant impact on existing security systems; Conducting analyses, evaluations and internal inspections of security programs to make recommendations for improvements or enhancements; and Mentoring team members by providing assistance in varying areas where support is needed.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Security Clearance: This position will require a Critical Sensitive/Top Secret security clearance and background investigation.
Essential Personnel: This is position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operations events without regard to declarations of unscheduled leave or government closures due to weather, protests, and actions of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules and regulations (5 U.S.C. 7501-7533 and 5CFR Part 752, as applicable).
Law Enforcement: This position possesses law enforcement authority under Title 40 of the United States Code, Section 1315, exercising such authority relating to criminal offenses to provide investigative and law enforcement services to tenant agencies, Federal employees and members of the general public located in/or conducting businesses in government-owned or leased properties.
Training: You must meet the established experience, basic training and in service training requirements established for the enforcement of police powers. You must successfully complete the designated, required training which includes the basic Criminal Investigators Training Program, (CITP), at the Federal Law Enforcement Training Center (FLETC) or the Uniformed Police Training Program (UPTP), the Advanced Individual Training Program,(AITP), and the Physical Security Training Program(PSTP). Additionally, you must successfully complete the Field Training and Evaluation other in-service requirements and weapons qualifications for the enforcement of arrest authority as conferred under 1315 authority.
Pre-Employment Drug Testing: This position requires a pre-employment drug test and a negative drug result prior to appointment into the position must be achieved.
Random Drug Testing: You will be subject to random drug testing.
Pre-employment Medical Requirement: Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also successfully pass a medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic incumbent examinations in the future.
Firearms Requirements: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.
Lautenberg Amendment: This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Person convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
Travel: You will be required to travel frequently.
Mobility Agreement: This position may require the you to be reassigned to different geographic locations. Accordingly, you will be required to sign a mobility agreement, which will remain in effect through the duration of the assignment.
Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment and maintain a valid automobile driver's license for the duration of employment in this position.
