THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a INSPECTIONS SPECIALIST (TITLE 32), Position Description Number D2496P01 and is part of the IL 183 WG, National Guard.
Duties
As a INSPECTIONS SPECIALIST (TITLE 32), GS-1801-11, you will serve as the Wing Program Manager for the Inspector General Evaluation Management System (IGEMS), Management Internal Control Toolset (MICT) and Air Force Gatekeeper (GKS) software programs or most current automated systems.
Major Duties - This is NOT an all-inclusive list:
Conduct, oversee on-site visits to validate base organizations have effective self-assessment programs that promote quality communication and honest reporting.
Validate and verify the results of MICT self-assessment communicator (SAC) observations and virtual and on-site visits to determine the adequacy of scope, depth of fact finding, proper use of applicable regulation and instructions and the reasonableness of corrective action plan timelines.
Compile data, analysis, and trend reports via the Wing Commander's CCIP dashboard to advise the Wing/center Commander of wing's compliance.
Manage and oversee the administration of MICT/IGEMS within the wing by providing training, advice and support to wing users.
Manage the development of guidance and training in the form of written instructions (Operating instructions, Air Wing Instructions, Standard Operating Procedures, etc.) and training sessions for subordinate organizations (group, squadron, other staff agencies).
Assist with composing, managing and leading WIT and drafting inspection reports using IGEMS.
Ensure the WIT consists of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander.
Provide advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes.
Explain and interpret AFIS and CCIP inspection program and AFI 90-201 requirements to all Wing personnel.
Serve as primary point of contact for Responsibility Center Manager (RCM), HHQ and Comptroller personnel on all resource management matters affecting the IG section.
Manage how many inspections/exercises can be accomplished based on available manpower and resources.
Plan, organize, and execute a wide range of activities for the center/wing Complaints Resolution Program (CRP) and Fraud, Waste, and Abuse (FWA) Program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met.
Research, interpret, and analyze public law, congressional reports, DoD/Air Force directives, emerging policies, and investigative trends.
Plan, schedule, and execute inspections/exercises including short-notice and no-notice inspections/exercises at all organizational levels of the wing to include GSUs.
Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians in the Springfield Air National Guard at Abraham Lincoln Capital Airport.
The SECOND area of consideration will be all members of the Illinois Air National Guard.
The THIRD area of consideration will be all those eligible for membership in the Illinois Air National Guard.
Military Grades: Enlisted - May not exceed the Rank of MSgt
GENERAL EXPERIENCE: MUST possess competence at the GS-9 Level; a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 36 months experiences in technical inspection methods, principles and practices in order to recognize and resolve discrepancies; experience in modifying established approaches, methods, or procedures to improve data gathering and analysis techniques; experience in working with pertinent laws, regulations, policies, and precedents which affect the use of the Inspector General Programs; experience working Inspector General programs that supported missions, identified capabilities, organizational structures, operational applications and operational techniques; experience in determining or designing actions to improve operational, technical, or administrative plans and programs; experience in establishing the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions, as related to actual events; experience in adapting precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements; experience providing general administrative direction and establishing broad objectives for inspection planning; experience in completing projects, evaluations, or reports; and knowledgeable of organizational goals, guidelines, and effectiveness required to achieve intended objectives; experience in the use of judgment, initiatives, and resourcefulness in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems; experience in identifying research trends and patterns, developing new methods and criteria, or recommending changes to complete the required planning and programming requirements; experience addressing difficult and sensitive issues based on variations in the nature of the processes evaluated, the diverse missions of the units assigned, and resource limitations; experience in compiling, reconciling, and correlating data from a various sources, separate service programs, and integral record systems; experience in researching, cross-checking information, analyzing, and interpreting data to obtain accurate and relevant information.

Education
Educational Requirements:
IAW AF guidance, incumbent must complete the wing Inspector General Training Course (IGTC) within 180 days of appointment; must complete the USAF Basic Inspectors Course (BIC) for the Commanders Inspection Program within 180 days of assignment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations.
Army National Guard and Air National Guard Enlisted: High school diploma or General Education Development diploma (GED - Army Enlisted Only) is mandatory. The school work should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.
