You will serve as a Traffic Management Specialist in the Supply Management Department of NAVSUP FLC NORVA GF. #LI-NAVSUPFLCN

Duties

You will communicate with members, employees, their dependents or agents to elicit their shipment needs and services desired. You will review orders, and determine the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense. You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time, and other information relevant to the shipment/storage of personal property. You will ensure that the work of Transportation Service Providers (TSPs) and or Contractors engaged in the handling and movement of household goods comply with applicable service tenders, solicitations, contract specifications and other regulations. You will respond to all member/employee and TSP requests for information/assistance.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Individual Occupation Requirements: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2100/traffic-management-series-2130/ In addition to the Individual Occupation Requirements your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience must demonstrate the following: 1) Knowledge of transportation modes, traffic management policies, consignment instructions, rate solicitations; 2) Ability to identify needs and problems using automated information systems; 3) Ability to plan, manage, and review own workload; 4) Knowledge of transportation systems, methods and related services for counseling personal property shipments, calculating shipment costs, reconciling shipment errors, assisting with filing loss and damage claims. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

A master's or equivalent graduate degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

Two full years of progressively higher graduate level education leading to a master's degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR

LL.B. or J.D., if related

OR

A certificate as a Certified Member, American Society of Transportation and Logistics. Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
